MINUTES-Draft <br />ORANGE COUNTY BOARD OF HEALTH <br />March 25, 2015 <br />S:\Managers Working Files\BOH\Agenda & Abstracts\2015 Agenda & Abstracts/ January Page 3 <br />inspection of their systems and pursue remedies for out of compliance systems. <br />The letter lists the most common deficiencies found when Environmental Health <br />staff was allowed to inspect the state systems. <br /> <br />The BOH members had several questions and suggestions that were <br />addressed by Alan Clapp, Environmental Health Director. <br /> <br />Motion was made by Liska Lackey to accept the proposed Letter to the <br />State with the addition of the percentage of cases out of compliance, <br />seconded by Corey Davis, and carried without dissent. <br /> <br /> <br />VII. Reports and Discussion with Possible Action <br /> <br />A. Tobacco Sales Preemption Resolution <br />Tiffany Mackey and several TRU students (Demetrius Jones, Shanaera Davis, <br />Kintwon Pettiford and Ms. Williams, advisor) from Orange County High School <br />presented a resolution to request the recension of preemption and to allow for local <br />control over the age limit for tobacco purchases. Tiffany shared statistics for youth <br />tobacco and tobacco –related product usage in North Carolina. The students <br />presented ways youth are accessing tobacco products and how easy it is to access <br />them. Research shows that marketing from tobacco companies is targeted towards <br />youth and disadvantaged areas. Tiffany shared multiple research sources showing <br />the positive results on decreased usage and access to tobacco products by youth <br />with an increase in the age limit to 21. <br /> <br />The BOH members had several questions that were addressed by Tiffany <br />Mackey, Public Health Associate and Dr. Bridger. BOH members requested <br />that the resolution be revised to explicitly refer to e-cigarettes and rename the <br />resolution “Resolution Requesting that the North Carolina General Assembly <br />Rescind Preemption of Tobacco Including E-cigarettes Regulation and <br />Therefore Restore Local Control Over Tobacco Policies.” <br /> <br />Motion was made by Michael Carstens to pass a resolution to restore local <br />control over tobacco policies by rescinding preemption, seconded by Liska <br />Lackey, and carried without dissent. <br /> <br /> <br />B. Maintenance of Effort Measurement <br />Rebecca Crawford explained the state Maintenance of Effort requirement of all <br />Health Departments and shared that if the BOCC approves the requested FY <br />2015-2016 requested budget, Orange County will have exceeded the <br />Maintenance of Effort requirement (FY 10-11 level of $5,017,639) by $886,911. <br /> <br />The BOH members had several questions that were addressed by Dr. <br />Bridger and Rebecca Crawford, Financial and Administrative Services <br />Director.
