The Board of Health and Health Department workforce must follow laws, established <br />guidelines, and consistent procedure in order to assure that the public receives fair, <br />efficient, and effective services. <br />2. The Board of Health must consult legal counsel such as the Orange County attorney, <br />the NC Attorney General or the UNC School of Government whenever legal <br />assistance is indicated to interpret laws and rules. <br />3. The Board of Health delegates to the Health Department Division Directors and <br />Supervisors of the appropriate division through the Health Director, the development <br />and implementation of all policies, procedures and/or task outlines to assure effective <br />and efficient service delivery of programs within the scope of the most current public <br />health laws and regulations. <br />4. All pertinent laws, regulations, and policy and procedure manuals shall be maintained <br />in the appropriate division. The NCGS 130A and related statutes on public health <br />law and administrative codes shall be maintained in the Health Director’s Office and <br />in a Board of Health Manual. <br />
