FSA was created at the initiative of the Board of County Commissioners in June <br />2014 in response to a growing number of children and families living in poverty in <br />Orange County. Drawing on evidenced -based models such as the Harlem Children's <br />Zone and Promise Neighborhoods, FSA is working collectively with schools, community <br />partners, faith -based groups, advocates and others to build a cradle to college and <br />career pipeline of supports for children and families in two selected "zones "; one in the <br />New Hope area south of Hillsborough and one in the downtown Chapel Hill /Carrboro <br />area. <br />Now in its second year, FSA successfully piloted a k- readiness program that served 67 <br />incoming kindergarteners and hired a zone navigator team to engage directly with <br />families. Nine service provider partners are offering additional wrap around services <br />including ESL and GED classes, school -based mental health services and early <br />education programs. Meredith will highlight plans for 2016 -2017 including expansion of <br />out of school activities, increased enrolment in FSA and additional evaluation capacity <br />to monitor project impact and outcomes. <br />Recommended Action: Approve <br />Approve & forward to Board of Commissioners for action <br />Approve & forward to <br />X Accept as information <br />Revise & schedule for future action <br />Other (detail): <br />
