Funding Guidelines or Restrictions: <br />a. The state funds added by this Agreement Addendum Revision #2 may be used by the Local Health <br />Department to furnish "coffee breaks" refreshments provided there are twenty or more participants and <br />costs do not exceed four dollars and fifty cents ($4.50) per participant per day. <br />b. Funds may be used to provide QuitlineNC services, including to purchase nicotine replacement therapy. <br />c. Funds may not be used for lobbying. <br />d. Recipients may not use funds to conduct research. <br />e. Recipients may only expend funds for reasonable program purposes, including personnel, travel, supplies, <br />and services, such as contractual. <br />f. Awardees may not generally use funding for the purchase of furniture or equipment. Any such proposed <br />spending must be identified in the budget and receive prior approval by TPCB. <br />g. The Local Health Department must perform a substantial role in carrying out project objectives and not <br />merely serve as a conduit to another party or provider who is ineligible. <br />h. The Local Health Department must have on-site the Potential Conflict of Interest and Disclosure Form <br />regarding acceptance of funds from tobacco-related entities and the Health Department Tobacco Use <br />Policy. Any changes in these policies must be reported to the TPCB. <br />i. Budget for the Local Health Department is based on availability of funds. <br />j. Funds may not be used to supplant existing state or federal funds. <br />k. Recipients may not use funds to provide direct cessation services or other direct services other than those <br />through evidence-based QuitlineNC services. <br />l. Indirect costs are not applicable to this grant. <br />m. Recipients are restricted from dealings with corporations with recent felonies or unpaid federal tax liability. <br />n.
