39 <br /> <br /> <br />a. Minutes <br />The Board approved the minutes from January 23, 2018 as submitted by the Clerk to the <br />Board. <br />b. Motor Vehicle Property Tax Releases/Refunds <br />The Board adopted a resolution, which is incorporated by reference, to release motor vehicle <br />property tax values for eight taxpayers with a total of nine bills that will result in a reduction of <br />revenue, in accordance to NCGS. <br />c. Property Tax Releases/Refunds <br />The Board adopted a resolution, which is incorporated by reference, to release property tax <br />values for one taxpayer with a total of one bill that will result in a reduction of revenue, in <br />accordance with North Carolina General Statute 105-381. <br />d. Applications for Property Tax Exemption/Exclusion <br />The Board considered four untimely applications for exemption/exclusion from ad valorem <br />taxation for four bills for the 2017 tax year. <br />e. Advertisement of Tax Liens on Real Property <br />The Board received a report on the amount of unpaid taxes for the current year that are liens <br />on real property as required by North Carolina General Statute (NCGS) 105-369 and <br />considered a request for March 21, 2018 as the date set by the Board for the tax lien <br />advertisement, and authorized the Chair to sign the order. <br />f. Resolution Regarding K-3 Class Size Reduction Implementation <br />The Board adopted an amended Resolution Regarding K-3 Class Size Reduction <br />Implementation, and authorized the Chair to sign. <br />g. Declaration of Public Nuisance <br />The Board approved an amended resolution, which is incorporated by reference, declaring <br />prescription opioids a public health nuisance in Orange County, and authorized the Chair to <br />sign. <br /> <br />9. County Manager’s Report <br />Bonnie Hammersley said the Board will have a work session on February 15th, where <br />the Board will discuss boards and committees. She said the Commissioners will choose their <br />boards that evening. She said there is a budget agenda item regarding liaisons to report to the <br />full board and parks timetable and funding. She said this meeting will occur at the Southern <br />Human Services Center. <br /> <br />10. County Attorney’s Report <br />John Roberts said, today, the Supreme Court partially allowed the special masters <br />maps to go forward, and partially granted a stay for the legislative Republicans who had asked <br />for that stay. He said one can see the actual map that is going to go forward, if one searches <br />f or it on Google. <br />Chair Dorosin asked if there will be a new map for this year. <br />John Roberts said yes, for 2018 elections. He said, for now, some of it will be what the <br />Republicans in the legislature want, and some of it will be drawn as the special master drew <br />those maps. <br /> <br />11. *Appointments <br /> <br />a.
