38 <br /> <br />VOTE: UNANIMOUS <br /> <br />f. Resolution Regarding K-3 Class Size Reduction Implementation <br />The Board will consider adopting a Resolution Regarding K-3 Class Size Reduction <br />Implementation, and authorize the Chair to sign. <br /> <br />Commissioner Price said this resolution is based on what was received from the two <br />school boards, but when she attended the North Carolina Association of County <br />Commissioners (NCACC) public education steering committee, the general consensus was to <br />ask for full repeal of HB 13, because they want to look at other factors, such as does class <br />reduction by 2 or 3 really make a difference. She said it was determined that a delay would <br />not really change anything, and a full repeal is preferable. <br />Commissioner Price said she would feel awkward amending the resolution without the <br />approval of the two school boards, but she wanted to bring the NCACC feedback to the <br />BOCC. She said members of the North Carolina School Board Association were also present. <br />She said it may be the pleasure of the Board to amend the resolution. <br />Commissioner Burroughs said she cannot imagine the school boards objecting to this <br />change. <br />Commissioner Price said Chair Rani Dasi sent an email indicating she thought a full <br />repeal was a good idea, but there was no more formal discussion. <br />Chair Dorosin said the two options are: “therefore we respectfully request that they full <br />fund the classes, slow down the implementation through a multi year phase….” or “repeal <br />HB13 in its entirety.” <br />Commissioner Price said she would support amending it to repeal HB 13 in its entirety. <br /> <br />A motion was made by Commissioner Price, seconded by Commissioner Jacobs to <br />change amend the Resolution Regarding K-3 Class Size Reduction Implementation to request <br />the full repeal of HB 13. <br /> <br />VOTE: UNANIMOUS <br /> <br />A motion was made by Commissioner Price, seconded by Commissioner Rich to adopt <br />the amended Resolution Regarding K-3 Class Size Reduction Implementation, and authorize <br />the Chair to sign. <br /> <br />VOTE: UNANIMOUS <br /> <br />g. Declaration of Public Nuisance <br />The Board will consider approving a resolution declaring prescription opioids a public <br />health nuisance in Orange County, and authorize the Chair to sign <br /> <br />John Roberts said the Board has a revised abstract and resolution for this item and for <br />the motion to state, if the Board chooses, to approve the amended information <br /> <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to <br />approve the amended resolution declaring prescription opioids a public health nuisance in <br />Orange County, and authorize the Chair to sign. <br /> <br />VOTE: UNANIMOUS
