28

comments at its January 10, 2018 meeting for a public comment period that will end on March
2, 2018. The DCHC MPO Board will adopt the Connect 2045 MTP and full report at its March
14, 2018 meeting, following CAMPO’s adoption on February 21, 2018.

The MTP helps guide transportation investments that address the growth expected in the
Research Triangle region. The plan covers an area encompassing both DCHC MPO and
CAMPO. It does not simply address current issues but anticipates the future growth of the
Region. Both MPOs share a common vision in the Connect 2045 MTP:

A seamless integration of transportation services that offer a range of travel choices to support
economic development and are compatible with the character and development of our
communities, sensitive to the environment, improve quality of life and are safe and accessible
for all.

There has been extensive public and local jurisdictional involvement in developing the plan,
starting from CAMPO releasing the Goals and Objectives for public review in November 2015,
followed by DCHC MPO three months later. The MTP has been presented to the Orange
County Board of County Commissions and Orange Unified Transportation Board at various
stages of the planning process including Alternatives Analysis and Preferred Option. As part of
the MPO’s Public Involvement Policy, this is the last opportunity for the public and local
jurisdictions to provide comments on the Connect 2045 MTP.

Key highlights of the plan include:
• Single set of Performance Measures agreed upon by both MPOs and in accordance
with
Federal requirements under the Fixing America’s Surface Transportation (FAST) Act.
• Incorporation of all local jurisdiction plans within DCHC MPO and CAMPO.
• Anticipates over $1.2 billion (in 2016 dollars) in bicycle and pedestrian investments in
the
region from 2018 to 2045.
• Transit investments geared towards: increased frequency, expanding service,
redesigning networks, new services, improved infrastructure, electric busses, and last
mile connections.
• Takes into account improvements to Freight, Transportation Demand Management
(TDM), Rail, Air, and Transportation System Management (TSM)
• Discusses autonomous vehicle through improvements in the regions Intelligent
Transportation Systems (ITS).
• Critical Planning Factors including Air Quality, Environmental Justice and Safety and
Security.
• See Attachment 2 for additional items of Regional Interest in the Connect 2045 MTP.

The Connect 2045 MTP can be found at: http://www.dchcmpo.org/programs/transport/2045mtp
and http://www.campo-nc.us/transportation-plan/draft-2045-metropolitan-transportation-plan

Next Steps
• February 21, 2018 – CAMPO adopts Connect 2045 MTP
• March 14, 2018 – DCHC MPO adopts Connect 2045 MTP
