27 <br /> <br /> <br />Request for Approval by BOCC <br /> Approve increasing the funding for the FY2018/2019 Health Insurance appropriation <br />$750,000; and <br /> Approve increasing the FY2018/2019 Dental Insurance appropriation $125,521; and <br /> Approve maintaining current premium equivalent rates for health insurance and dental <br />coverage for employees and pre-65 retirees. <br /> <br /> Commissioner Jacobs clarified that the deductibles will stay the same. <br /> Brenda Bartholomew said yes, nothing changes. <br /> Commissioner Jacobs asked if there is knowledge about the BC/BS provider <br />coverage. <br /> Brenda Bartholomew said BC/BS is similar to United Healthcare. She said there may <br />be a few unexpected disruptions, but staff will be proactive in resolving these. <br /> Commissioner Jacobs asked if staff has had any conversations with like governments <br />about BC/BS’s responsiveness to concerns or questions. <br /> Brenda Bartholomew said BC/BS’s customer service is rated well. She said she will <br />be on top of this process, and will report any problems to the BOCC. <br /> Commissioner Jacobs asked if there would be benefit to having an internal clinic for <br />employees. <br /> Brenda Bartholomew said she will send the BOCC the report from two years ago <br />about putting in a clinic. She said Gallagher did a study on this, which she will also send out to <br />the BOCC. <br /> Bonnie Hammersley said this amount is assumed in the FY18-19 budget as part of the <br />employee compensation plan. <br /> <br /> A motion was made by Commissioner Burroughs, seconded by Commissioner Rich for <br />the Board to approve the Manager’s recommendations regarding employee health and dental <br />insurance and other employee benefits effective July 1, 2018 through June 30, 2019, which <br />will require a $750,000 funding increase funding for the FY2018/19 Health Insurance <br />appropriation, and a $125,521 funding increase the FY2018/19 Dental Insurance <br />appropriation; and maintaining current premium equivalent rates for health insurance and <br />dental coverage for employees and pre-65 retirees. <br /> <br />VOTE: UNANIMOUS <br /> <br />7. Connect 2045 Metropolitan Transportation Plan <br />The Board received a presentation on the Connect 2045 Metropolitan Transportation <br />Plan (MTP) for Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) <br />and Capital Area Metropolitan Planning Organization (CAMPO) from Orange County <br />Transportation Planning staff and provide any comments. <br /> <br />BACKGROUND: <br />DCHC MPO and CAMPO are concluding their two-year long planning process, the Connect <br />2045 Metropolitan Transportation Plan (MTP). DCHC MPO and CAMPO approved the <br />transportation projects, financial plan and socioeconomic data for the Connect 2045 MTP at <br />their December 13, 2017 meeting.
