10 <br /> <br />Dr. Todd Wirt said that is true for any tax paying resident without children in the school <br />system. <br />Chair Dorosin said thanked Dr. Todd Wirt and OCS for their foresight. <br />Chair Dorosin referred to the numbers at the top of chart, and said the OCS enrollment <br />is declining, but the overall amount of school-aged children is increasing, but more children are <br />going to charter schools. <br />Dr. Todd Wirt said that is correct. <br />Chair Dorosin said he heard a rumor that the General Assembly will bring in the special <br />session, and potentially offer a resolution for the class size issue. <br />Dr. Todd Wirt said there are varying reports out of Raleigh. He said there are various <br />strategies being proposed: delay the mandated class size; provide additional funding stream to <br />pay for specials (art, music, PE); etc. <br />Commissioner Jacobs asked if it will be necessary to consider how SAPFO works in <br />this new environment. He said many projected students are not attending traditional public <br />schools, and he asked if there is a way to address this issue of class size and predict the <br />necessary number of classes, all the while not knowing if students will actually enroll. He said <br />it is unclear to know whether or not to build classrooms. <br />Dr. Todd Wirt said OCS is analyzing the building capacity of the two largest charter <br />schools have, and how much capacity those schools have left. He said OCS has a working <br />relationship with the Charter Schools. <br />Commissioner Jacobs said maybe staff from the County, OCS, and CHCCS need to <br />meet and have a reality check, as the federal tax changes will likely kick in next year. He said <br />if people are encouraged to go to private or charter schools, it is difficult to know how to project <br />numbers for the public schools. <br />Commissioner McKee said he is glad to hear that there is communication with the <br />charter schools. <br /> <br />5.
