10

Dr. Todd Wirt said that is true for any tax paying resident without children in the school
system.
Chair Dorosin said thanked Dr. Todd Wirt and OCS for their foresight.
Chair Dorosin referred to the numbers at the top of chart, and said the OCS enrollment
is declining, but the overall amount of school-aged children is increasing, but more children are
going to charter schools.
Dr. Todd Wirt said that is correct.
Chair Dorosin said he heard a rumor that the General Assembly will bring in the special
session, and potentially offer a resolution for the class size issue.
Dr. Todd Wirt said there are varying reports out of Raleigh. He said there are various
strategies being proposed: delay the mandated class size; provide additional funding stream to
pay for specials (art, music, PE); etc.
Commissioner Jacobs asked if it will be necessary to consider how SAPFO works in
this new environment. He said many projected students are not attending traditional public
schools, and he asked if there is a way to address this issue of class size and predict the
necessary number of classes, all the while not knowing if students will actually enroll. He said
it is unclear to know whether or not to build classrooms.
Dr. Todd Wirt said OCS is analyzing the building capacity of the two largest charter
schools have, and how much capacity those schools have left. He said OCS has a working
relationship with the Charter Schools.
Commissioner Jacobs said maybe staff from the County, OCS, and CHCCS need to
meet and have a reality check, as the federal tax changes will likely kick in next year. He said
if people are encouraged to go to private or charter schools, it is difficult to know how to project
numbers for the public schools.
Commissioner McKee said he is glad to hear that there is communication with the
charter schools.

5. Public Hearings

a. Class A Special Use Permit – Solar Array off US Highway 70 in Cheeks Township
The Board held a public hearing, review, and make a determination on a Class A
Special Use Permit (hereafter ‘SUP’) application proposing the development of a solar array in
accordance with Section 2.7 Special Use Permits and Section 5.9.6 (C) Solar Array-Public
Utility of the Orange County Unified Development Ordinance (UDO).

SCRIPT FOR ACTING ON CLASS A SPECIAL USE PERMIT SOLAR APPLICATION –
FEBRUARY 6, 2018 PUBLIC HEARING:
NOTE – Blue text denotes BOCC Chair/Member required action
1. Meeting progresses …….
2. Chair Dorosin informed those in attendance the next item on the agenda (ITEM 5 -A) is
a PUBLIC HEARING:

Chair Dorosin read:
To review a Class A Special Use Permit application seeking to develop a solar
array/public utility station on a 52 acre parcel of property further identified utilizing PIN
9835-02-9137, which is accessed via an easement from 6519 U.S. Highway 70 West
within the Cheeks Township.
