proposed billing rates would be reviewed and adjusted as needed on an annual <br />basis. <br />Capital <br />Purchase a New Scheduling System - A new scheduling and reservation system <br />should be purchased to allow OPT to meet the demands of increased service <br />levels and to provide accurate statistical data reporting. The new system would <br />allow one-day trip reservations and greater accuracy in billing and data collection. <br />NCDOT would fund 90% of the cost with a local match of 10%. An estimated <br />total cost for a system with four workstations is $41,000 of which $36,900 is state <br />funds and $4,100 is the local match. <br />2. Reduce Fleet Size Through Attrition - The fleet of 28 vehicles should be <br />reduced through attrition to a target of 21 vehicles. As vehicles meet the NCDOT <br />criteria they will be removed from service This should be accomplished by 2007. <br />3. Replace Older Vehicles - Older vehicles should be retired and new vehicles <br />procured as replacements. Replacement vehicles are not required until 2006. <br />NCDOT would continue to fund 90% of the cost with a local match of 10%. <br />4. Update Radio System - A new transmitter, crystals for the existing radios, and <br />new base stations are required to provide client confidentiality. Client's rights to <br />confidentiality should be protected through a single radio airwave. NCDOT <br />would provide 90% of the cost with a local match of 10%. The estimated cost to <br />convert the existing radios is $15,000 of which $1.3,500 is state funds and $1,500 <br />is local match. <br />5. Participate in Regional Fare-box Procurement - Fare-boxes are required on <br />the general public routes to ensure compatibility with TTA and DATA services. <br />OPT should participate in the regional fare-box procurement. NCDOT would <br />provide 90% of the cost with a local match of 10%. The estimated cost for four <br />fare boxes is $2,800 of which $$2,520 is state funds and $280 is local match. <br />Recap of Financial Impact: <br />*NCDOT funds: $64,395 <br />*Local Match: $ 7,905 <br />* This does not include contractual agreements with Chapel Hill Transit or Triangle <br />Transit Authority.
