E. October 21, 2004 -- CTIP Steering Committee met to review the recommendations from <br />the CTIP process <br />F. November 16, 2004 -- Transportation Services Board reviewed the recommendations <br />from the Steering Committee, TSB and consulting firm <br />The CTIP addressed the following components: <br />(1) Organizational Leadership: Review policies and procedures currently adopted by <br />Orange Public Transportation to access the organizational approach to human services <br />and public transportation, including relationships with other area transit providers. <br />(2) Customer and Market Focus: Review such areas as the organization's understanding of <br />customer needs, methods whereby those needs were determined, and marketing efforts <br />to inform county residents of the service. <br />(3) Financial Management System: Reviews included, but were not limited to the financial <br />health of the system, the rate/fare structure, record keeping policies and procedures. <br />(4) Human Resources and System Operations: Employee motivational techniques, <br />performance review procedures, and mechanisms to ensure effective communication <br />among work groups are representative examples of study areas. <br />(5) Information and Analysis Policy/Procedure: Review the types of performance measures <br />used, data collection methodology and the correlation of performance measures to <br />improve strategies. <br />(6) Operations Management and Service Delivery Techniques: Review operational <br />procedures in all areas. Representative examples included vehicle maintenance and <br />compliance with state and federal regulations. <br />The resulting CTIP presents in detail a profile of existing transportation services and continuing <br />needs, recommended service and organizational alternatives, recommendations for <br />improvement and regional collaboration with area transit agencies, recommended marketing <br />efforts to ensure public awareness, and recommended capital acquisitions to provide the <br />system with tools to accomplish the plan. <br />There is one recommendation from the Transportation Services Board/CTIP Steering <br />Committee that differs from the consulting firm's recommendation, Currently, Orange Public <br />Transportation is a division under the Department on Aging. The consulting firm recommended <br />that Orange Public Transportation report to an Assistant County Manager as a separate <br />department in the interest of increased visibility and stranger administrative alignment with <br />senior management. The TSB and CTIP Steering Committee recommend that Orange Public <br />Transportation remain a part of Department on Aging pending further review, as the BOCC may <br />desire. It is noted that the TSB and CTIP Steering Committee felt reassignment of the division <br />would have to be closely considered in terms of County infrastructure (OPT funding from the <br />State helps to offset DOA administrative costs, for example) and the Statewide push towards <br />regional service providers. The Master Aging Plan also includes comments on transportation <br />access and efficiencies that would be pertinent to greater discussion of organizational <br />placement.
