SECTION 2: OVERALL ORGANIZATION EFFECTIVENESS <br />FINAL REPORT <br />o Recreation and Parks <br />o Orange Enterprises <br />o Town of Hillsborough <br />Five members will be chosen at large by the Board of Commissioners <br />Two liaison members appointed by Board of Commissioners, one may be a <br />County Commissioner and the other may be from the County Manager's <br />office. <br />Agencies dropped from the new TSB were. <br />o Cedar Grove Day Care <br />o Durham Technical Community College <br />o Joint Orange/Chatham Community Action <br />o Piedmont Health Services <br />o Cooperative Extension Service <br />o OC Housing and Community Development <br />o Wake/Orange/Chatham Headstart <br />The term length increased from 2 years to 3 years <br />Non-voting members are included from Chapel Hill Transit, Durham <br />Technical Community College, Employment Security Commission, and TTA; <br />and, <br />Meetings are scheduled on a bi-monthly basis <br />On April 20, 2004, the Board of Commissioners appointed 10 members to the new <br />"Transportation Services Board", They designated that the County Manager or <br />his/her designee will attend, the representative from the Board of Commissioners <br />was left undetermined. Recruitment is ongoing to fill one voting and four non-voting <br />positions. <br />This new Board offers the opportunity for a rejuvenated body The receipt of this <br />report is eagerly awaited to help shape the future direction of OPT, The new <br />dynamic of the Board should be monitored to determine if any further revisions to the <br />by-laws are warranted. <br />2.3.2. OPT GENERAL PUBLIC ROUTE COVERAGE <br />OPT has had negotiations with TTA regarding the situation and the potential for TTA <br />to fund some connector services in the county, The focus has been on OPT's <br />north/south Orange Express route. While negotiations are not finalized, it is TTA's <br />policy to take over the financial responsibility for the route if it meets the performance <br />threshold of 25 percent farebox recovery. While this recovery level is a challenge, it <br />is possible that the route can meet the threshold, especially if agency contracts are <br />counted toward farebox revenue. The operator of the route has not been decided <br />(OPT or TTA), but if TTA operates, it will likely outpost a vehicle and operator at <br />OPT's facility. In either case, TTA would pay the cost of the route not covered by <br />fares. <br />To enhance ridership (and farebox recovery) on the Orange Express routes, OPT <br />should evaluate the potential for decreasing the headway to hourly during the peak <br />demand times, and timing the frequency to connect with Chapel Hill Transit and TTA <br />routes The existing north/south service, at best, has a two-hour headway. <br />Orange County 2-8 <br />COMMUNITY TRANSPORTATION IMPROVEMENT PLAN
