He discusses any changes in legislation or policy with <br />his supervisor and personnel. Any major changes that affect operations are brought <br />before the Transportation Services Board. <br />2.3. ANALYSIS OF IMPROVEMENT OPPORTUNITIES <br />The following paragraphs address each of the areas of improvement cited above in <br />Section 2.1, offering details regarding current status and improvement needs <br />obtained in employee and client interviews. <br />2.3.1. TAB MEMBERSHIP AND FUNCTION <br />OPT has made changes in the TAB in order to enhance the effectiveness of the <br />TAB. The Human Services Transportation Advisory Board (TAB) was established in <br />the 1980's, As this study commenced, the TAB was comprised of 21 members, <br />appointed by client agencies, such as the Department of Social Services, Health <br />Department, and Orange Enterprises. Five members are appointed by the Orange <br />County Board of Commissioners. Meetings were scheduled to occur on a quarterly <br />basis. The TAB membership included two of the five County Commissioners, which <br />provided the opportunity for close coordination with the Board of Commissioners <br />The TAB, however, was ineffective due to the redirected interest or professional <br />reassignment of former board members. At the time of the site visits, the TAB had <br />not met for eight months awaiting formation of new board, and had often failed to <br />achieve a quorum No more than five or six members have attended meetings <br />during the past year. The TAB members are all complimentary of the work of the <br />OPT Administration, but they have been frustrated in getting the involvement of <br />some of the members whose interest or concern in public transportation has <br />diminished. <br />In December 2003, the Orange County Board of Commissioners adopted changes to <br />the TAB by-laws, The changes to the by-laws: <br />• Change the name from Human Services Transportation Advisory Board to <br />Transportation Services Board (TSB); <br />• TSB serves as an advisory board to OPT rather than the Orange County <br />Department on Aging; <br />Reduced and changed voting membership to 17 members from 21 <br />members, <br />• Ten members are nominated by the following agencies: <br />o OC Planning Department <br />o EMS <br />o Economic Development Commission <br />o OPC Mental Health Center <br />o Department on Aging <br />o Department of Social Services <br />o Health Department <br />Orange County 2-7 <br />COMMUNITY TRANSPORTATION IMPROVEMENT PLAN
