<br />SECTION 2: OVERALL ORGANIZATION EFFECTIVENESS <br />FINAL REPORT 15 <br />2.2.6. PERFORMANCE MEASUREMENT <br />OPT Administration regularly monitors the performance of the system. OPT <br />Administration prepares a monthly report for distribution to the Transportation <br />Services Board (TSB). The indicators used are. <br />• Cost per passenger <br />• Cost per mile <br />• Cost per hour <br />• Passengers per hour <br />• Passengers per mile <br />These indicators are compared with the "single county" transit operations in North <br />Carolina as an indicator of the relative performance of OPT. Exhibit 2-1 below <br />shows the comparison prepared by OPT for FY 2002, the latest available year from <br />NCDOT data: <br />EXHIBIT 2-1: OPT PERFORMANCE COMPARISON <br />Indicator OPT Single <br />Count <br />Cost per passenger $7.13 $8.42 <br />Cost per mile $1.66 $1.26 <br />Cost per hour $28.90 $22.94 <br />Passengers per hour 4.05 2.93 <br />-Passengers per mile 0.23 0.18 <br />In the case of each indicator, with the exception of cost per hour, OPT exceeds the <br />performance of its North Carolina peers. <br />2.2.7. OPERATIONS MANAGEMENT <br />As a unit of Orange County government, OPT must comply with the policies and <br />procedures of the County. The County has well-established policies and <br />procedures. <br />OPT has a "Procedure Manual" that was last revised in July 2001. It was developed <br />by the OPT Supervisor and is in accordance with the County's entire policy manual. <br />Some modifications were made to address OPT's specific operating functions. <br />These modifications were approved by the Personnel Department. <br />When procedures are modified, copies are placed in the Operators' mailboxes. The <br />Operators sign a statement verifying they have received the modifications OPT <br />Administration meets with employees to discuss the modifications, sometimes in <br />advance of their adoption when the OPT Administration has prior knowledge of <br />policy changes Adherence to any changes is monitored through conducting ride <br />checks and observing the performance of the Operators and other personnel. <br />The current OPT Supervisor keeps abreast of changing regulations through several <br />resources. First is through his affiliation as a board member of the North Carolina <br />Orange County 2-6 <br />COMMUNITY TRANSPORTATION IMPROVEMENT PLAN
