SECTION 2: OVERALL ORGANIZATION EFFECTIVENESS /a <br />FINAL REPORT <br />organizations (Spring 2002), and one with the billed clients. OPT also conducts <br />public forums, the most recent one was in conjunction with TTA regarding TTA's <br />presents in Northern Orange County and the needs of Orange County residents. <br />OPT has been proactive in marketing its services. Among the techniques used have <br />been <br />• Interviewing the OPT Supervisor on the Public Service television station; <br />• Publishing articles in the Chapel Hill Herald and News of Orange; <br />• Publicizing the service through prominently displaying the system name and <br />phone number on the vehicles; <br />• Providing information on the service to newcomers through the Chamber of <br />Commerce and Visitors Center; <br />• Publishing flyers in both English and Spanish, <br />• Including the general public route in the Chapel Hill Transit route book; <br />• Having brochures at public information racks at human service agencies, <br />• Participating in all community events (Christmas parade, Hillsborough Hog <br />Day, and others); <br />• Promotions on WCHL radio; and <br />• Having a webpage and a link from the www.gotriangle.org website. <br />Additional marketing efforts will be required to publicize changes in the rural general <br />public service, <br />2.2.4. FINANCIAL MANAGEMENT SYSTEM <br />In 2002, Orange County upgraded its financial system to afford the latest <br />technologies in tracking fiscal budgets and department/division expenditures. OPT's <br />finances are tracked by the Department on Aging's Budget and Financial Officer. <br />She also has responsibility for four other divisions, The Officer monitors the budget <br />and provides quarterly reports for the OPT Supervisor. Interdepartmental budget <br />transfers are possible if required for necessary purchases, The OPT Supervisor <br />tracks grants in coordination with the Budget and Financial Officer. An outside firm <br />conducts an annual audit, <br />OPT proactively tries to keep its costs low by coordinating with other systems, <br />primarily Chapel Hill Transit and Chatham Area Transit. As noted in the <br />Opportunities section, OPT could do more by using the Cross County Transit <br />(CCTransit) website. <br />2.2.5. HUMAN RESOURCES / OPERATIONS <br />One of the strongest areas at OPT is the human resources area. OPT has in place <br />several programs that promote a professional workplace where employees are <br />encouraged to grow and perform their best.
