<br />SECTION 2: OVERALL ORGANIZATION EFFECTIVENESS <br />FINAL REPORT ' <br />2.1. SUMMARY OF STRENGTHS AND AREAS OF IMPROVEMENT <br />The purpose of this Community Transportation Improvement Program (CTIP) is to <br />help OPT build upon its strengths and improve in those areas where deficiencies <br />exist OPT is facing a potential transition as it continues to evolve from a human <br />service provider to one that offers more rural general public service in the county. <br />Additionally, the transit environment is changing in the Triangle, as the major urban <br />systems move toward a consolidated system. These changes will affect the future <br />role for OPT. <br />The following major strengths and areas of improvement associated with current <br />operations as they affect future service were formulated through interviews with OPT <br />staff, human services agencies that contract with OPT, and individual riders. <br />Strengths <br />Involved workforce <br />Coordination with other systems <br />Knowledge of market and customer satisfaction <br />Upgraded financial system <br />Areas of Improvement <br />TAB/TSB membership and function. <br />General public route coverage and service hours <br />Consolidation of OPT and CRT's demand-response service <br />Cross County Transit coordination <br />Agency billing rates <br />OPT functional location <br />Marketing <br />Capital items <br />The areas of improvement listed above represent some of the broad findings of this <br />CTIP. A number of more specific recommendations related to these and other areas <br />are detailed in Section 3. <br />2.2. SUMMARY OF ORGANIZATIONAL STRENGTHS <br />2.2.1. INVOLVED WORKFORCE <br />The organization has an active and dedicated Supervisor, who encourages the <br />employees to participate in decisions regarding work practices. As an example of <br />this, upon his hiring, the OPT Supervisor started a monthly rotation of the operators <br />among the routes. Previously, the operators never rotated, and consequentially did <br />not know all of the routes.
