<br />d) Town Plans for Redevelopment of Public Housing Sites <br /> <br />The Town of Chapel Hill owns and manages 336 currently occupied public housing <br />apartments in 12 communities throughout Town and one in Carrboro, ranging from <br />two bedroom to 5 bedroom units. The Town is creating a Public Housing Master Plan. <br />The purpose of the Plan is to guide the Town’s decision making related to the <br />maintenance, development and redevelopment potential of the Town’s public housing <br />inventory. The first phase of the plan included an inspection of all properties using <br />federal standards and an appraisal of all the neighborhoods. The second phase is <br />currently underway and will provide a detailed structural and physical assessment of <br />all 336 living units and condition of all buildings. Town staff is scheduled to provide <br />an update on the Master Plan process in May. <br /> <br />Staff will provide any other information at the meeting, and the governing boards can <br />discuss issues related to this item as necessary. <br /> <br />No Attachments <br /> <br /> <br />e) Manufactured Housing Relocation Opportunities <br /> <br />County and Town of Chapel Hill staff have been engaged in a variety of activities to <br />respond to the potential displacement of manufactured home park residents. The <br />Town has been engaged with residents in the Lakeview Park while the County has <br />been working with residents of the Homestead Park to prepare for potential <br />displacement. <br /> <br />Discussions with the Towns of Carrboro, Chapel Hill and Hillsborough began before <br />and have continued since the Board of Commissioners’ approval of the Manufactured <br />Home Work Group recommendations. Discussions have focused on the <br />development of a coordinated approach between the jurisdictions and sharing <br />pertinent information. Below is a timeline of events and activities related to <br />preparation for potential housing displacements. <br /> <br />• January 2018 – Orange County staff learned of a potential manufactured <br />home park closure, and Town of Chapel Hill staff shared notice regarding the <br />potential closure and redevelopment of the Lakeview Mobile Home Park. <br /> <br />• January 16, 2018 – County staff held a meeting of the Manufactured Home <br />Park Work Group to receive input and comments on a draft Rapid Response <br />Protocol. <br /> <br />• January 23, 2018 – County staff presented a proposal to use a portion of the <br />County-owned Millhouse Road property as a potential site for a new <br />manufactured home park to the Board of Orange County Commissioners. The <br />Board approved moving forward with completing a full assessment of the <br />proposed site, including an environmental and engineering study, as well as <br />initiation of the rezoning process, as applicable. <br /> <br />7
