Section II <br /> 33 <br /> <br /> <br /> <br />Additional Information for Orange County School District <br />The City of Mebane lies partially within Orange County and students within the Orange County <br />portion of Mebane attend Orange County schools. However, the City of Mebane is not a party to <br />the SAPFO agreement and therefore does not require that CAPS (Certificate of Adequate Public <br />Schools) be issued prior to development approvals. Following the economic downtown, there <br />has been a slight increase in approved and undeveloped residential development in the City of <br />Mebane and the Town of Hillsborough. Currently, there are over two thousand proposed single <br />family and multifamily housing units approved, but undeveloped in the City of Mebane and the <br />Town of Hillsborough. The residential growth that has occurred in the recent past within <br />Mebane’s and Hillsborough’s jurisdiction has yet to be seen with OCS student membership <br />numbers and fully realized into the historically based projection methods due to the recession, <br />charter schools, and possibly new family dynamics effecting family size. Staff and the SAPFO <br />Technical Advisory Committee will need to continue monitoring and evaluating the demand and <br />growth of residential development in Mebane and Hillsborough as well as its effect on student <br />membership rates. <br /> <br />Currently, there are two Charter Schools located in the Town of Hillsborough. Eno River <br />Academy (K-12) serves 326 students and The Expedition School (K-8) serves 542 students. Both <br />of these charter schools continue to have an effect on OCS membership numbers. Charter <br />schools are not included as part of the SAPFO Annual Report and, as a result, their membership <br />and capacity are not monitored or included in future projections. However, the SAPFO Technical <br />Advisory Committee does monitor charter schools and their effect on student enrollment at both <br />school districts. If a charter school were to close and a spike were to be realized in school <br />enrollment, the student projections will likely accelerate the need for additional capacity in future <br />years, still within an appropriate time for CIP planning. Charter Schools are also monitored by <br />the Department of Public Institution (DPI) which provides pupil information, based on data <br />received from Charter Schools located in Orange County, to the County for funding purposes. <br />5.
