5 <br /> <br />WHEREAS, at its regular meeting on March 8, 2018, the BOCC voted unanimously to send this 1 <br />resolution to its state legislative delegation as well as to the boards of county commissioners of 2 <br />all other 99 North Carolina counties; 3 <br /> 4 <br />NOW, THEREFORE, BE IT RESOLVED, that the Orange County Board of County 5 <br />Commissioners herewith opposes any amendment to the North Carolina Constitution that would 6 <br />abridge or impinge upon the right of the people of North Carolina to elect their judges; and 7 <br /> 8 <br />BE IT FURTHER RESOLVED, that the Orange County Board of County Commissioners affirms 9 <br />its position in favor of an independent judiciary, as now provided in the North Carolina State 10 <br />Constitution. 11 <br />This the 8th day of March, 2018. 12 <br />Mark Dorosin, Chair 13 <br />Orange County Board of Commissioners 14 <br /> 15 <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Price to 16 <br />adopt the proposed resolution and authorize the Chair to sign the resolution. 17 <br /> 18 <br />VOTE: UNANIMOUS 19 <br /> 20 <br />b. A Resolution in Support of Local Youth-led Efforts Calling for State and National 21 <br />Action to Prevent Gun Violence in Schools and Communities Nationwide. 22 <br /> 23 <br />Commissioner Rich added this item to the agenda, with no abstract, along with a friendly 24 <br />amendment version from Commissioner Price. 25 <br />Commissioner McKee said he has concerns with bringing forth a resolution without 26 <br />public notice, as such action lacks transparency. 27 <br />Commissioner Rich said she and Commissioner Price spoke about this resolution, and 28 <br />Commissioner Price is recommending changing the wording in the second to last paragraph 29 <br />from “whereas” to “therefore be it resolved.” 30 <br />Commissioner Rich read the resolution: 31 <br /> 32 <br />ORANGE COUNTY BOARD OF COMMISSIONERS 33 <br />A RESOLUTION IN SUPPORT OF LOCAL YOUTH-LED EFFORTS CALLING FOR STATE 34 <br />AND NATIONAL ACTION TO PREVENT GUN VIOLENCE IN SCHOOLS AND COMMUNITIES 35 <br />NATIONWIDE 36 <br /> 37 <br />WHEREAS, gun violence is a crisis in the United States, especially for children; and 38 <br /> 39 <br />WHEREAS, the US has the highest rate of gun violence among its peers, including nearly six 40 <br />times the gun homicide rate of Canada, more than seven times that of Sweden, and nearly 16 41 <br />times that of Germany; and 42 <br /> 43 <br />WHEREAS, on average, two dozen children are shot every day in the United States; and 44 <br /> 45 <br />WHEREAS, more than 150,000 students attending at least 170 primary or secondary schools 46 <br />have experienced a shooting on campus since the Columbine High School massacre in 1999; 47 <br />and 48 <br /> 49
