Approved 11/01/2017 <br /> <br />25 <br /> 1266 <br />Kim Piracci asked Mr. Parker if the Board does not approve this tonight, will the project be “done.” She asked if this is 1267 <br />what he said and how it would work if this is not approved. 1268 <br /> 1269 <br />Jim Parker said that they are on a timeline and not making a decision tonight will push the process back. He asked if 1270 <br />Mr. Harvey knew how far it would be pushed back. 1271 <br /> 1272 <br />Michael Harvey replied that it is hard to say because the next item on the agenda deals with how public hearings are 1273 <br />scheduled. The scenario that could be forthcoming on this project is that the Board tables the decision and takes it up 1274 <br />at the November meeting and the Board makes a recommendation at the November meeting. It is conceivable that if 1275 <br />the text amendment being reviewed next is approved, it could be scheduled at a public hearing in December, 1276 <br />January, or February to review this case. 1277 <br /> 1278 <br />Lydia Wegman asked if there was a possibility that this could be reviewed at the November 14th quarterly public 1279 <br />hearing if the Board made a decision at its November 1st meeting. 1280 <br /> 1281 <br />Michael Harvey said that would not be possible because of the heavy workload associated with getting meeting 1282 <br />packets together. Draft minutes may not be done in time and the BOCC needs to be able to review the draft minutes 1283 <br />to understand the Planning Board’s decision. There is not sufficient time. 1284 <br /> 1285 <br />Lydia Wegman said that she understood. 1286 <br /> 1287 <br />Kim Piracci asked – what if this gets put off for 6 months. Why would the developer say “nevermind?” 1288 <br /> 1289 <br />Lydia Wegman quickly noted that this project could potentially be heard in February 2018 at the quarterly public 1290 <br />hearing, a 3 month delay. 1291 <br /> 1292 <br />Kim Piracci asked that if it were 6 months, why would the developer want to exit? 1293 <br /> 1294 <br />Jim Parker said that they are contractually-bond to the land. 1295 <br /> 1296 <br />Tony Blake said that it sounded like there was a contingency at play and there is an end date on it. 1297 <br /> 1298 <br />Kim Piracci asked if these properties had already been purchased. 1299 <br /> 1300 <br />Paul Guthrie said that it sounded like options to buy. 1301 <br /> 1302 <br />Jim Parker said that they are options, which is typical. 1303 <br /> 1304 <br />Kim Piracci asked if Mr. Parker could tell them when the contract expires. 1305 <br /> 1306 <br />Jim Parker told him that he will not tell the Board when the contracts expire as a matter of confidentiality between the 1307 <br />seller and the buyers. 1308 <br /> 1309 <br />Lydia Wegman agreed that it was a matter of confidentiality. 1310 <br /> 1311 <br />Randy Marshall said that he is ready to make a motion. 1312 <br /> 1313 <br />Buddy Hartley said that this is as good an application that he has seen. Mr. Parker has covered about everything that 1314 <br />needs to be covered. For the Board to make a recommendation on this, there is nothing that is not to approve. He 1315 <br />said that the County does need senior housing somewhere. He said that he will be a senior someday too. 1316 <br /> 1317
