ORANGE COUNTY PLANNING BOARD ACTION AGENDA ITEM ABSTRACT Meeting Date: February 7, 2018 Action Agenda Item No. 7 SUBJECT: Addendum to Land Use Plan Amendments to Expand Hillsborough Economic Development Area DEPARTMENT: Planning and Inspections ATTACHMENT(S): INFORMATION CONTACT: (919) Tom Altieri, Planner III, 245-2579 Craig Benedict, Planning Director, 245-2575 Steve Brantley, Economic Development Director, 245-2326 BACKGROUND: Due to inclement weather on January 18, 2018, the Town of Hillsborough needed to postpone its scheduled public hearing and its Planning Board recommendation on amendments to the Hillsborough/Orange County Central Orange Coordinated Area Land Use Plan Amendment. It has tentatively been rescheduled for February 15, 2018, which would result in Town Board action in March. Although it can be difficult to completely synchronize the County’s consideration and approval process with the Town’s, there is a conscious effort to match as closely as possible and in this case, where the planning of Town services play a part, preference for Town actions to occur before those of the County. As a result and to take as an opportunity to better inform the public of possible amendments to long- range plans, the Planning Director’s Recommendation provided in the Planning Board’s agenda packet has been changed to read as follows: Planning Director’s Recommendation: The Planning Director recommends delaying consideration of the Resolution contained in Attachment 2, until the Town’s Planning Board has provided its recommendation on the proposed amendment and a Joint Town/County Public Information Meeting is held to help ensure public understanding of the proposal. The Board of County Commissioner public hearing will also need to be postponed and rescheduled until after these events take place. RECOMMENDATION(S): The Planning Director recommends the Planning Board: 1. Review the proposed amendments for informational purposes to the: a. Town of Hillsborough/Orange County Central Orange Coordinated Area Land Use Plan, and b. Orange County Comprehensive Plan Future Land Use Map, 2. Consider the Planning Director’s recommendation to delay the Planning Board’s recommendation until the Town’s Planning Board has provided its recommendation on the proposed amendment and a Joint Town/County Public Information Meeting is held, and 3. Request that staff update the BOCC and Town of Hillsborough accordingly.
