<br />• County staff is proposing the application of an EDH-2 zoning district that prohibits <br />residential development while the Settlers Point development application includes a <br />residential component. How will this be reconciled? <br />• When will the Town and County sort out any discrepancy? There needs to be discussion <br />before a public hearing. <br />• What happens to this set of amendments if the Town decides not to expand or further <br />delays decision to expand its Primary (Urban) Service Area for water and sewer? <br />• An undeveloped parcel (northwest corner Old NC 86/Davis Rd) is included in the <br />rezoning but it’s not clear if or when sewer will be made available to it. How can the <br />property be developed in the near term if sewer is unavailable and residential <br />development prohibited? <br /> <br />The following section is in response to the aforementioned questions and comments. <br /> <br />Post Public Information Meeting - - What Has Happened Since? <br />• The County and Town postponed consideration of amendments to expand the <br />Hillsborough Economic Development area. <br />• Settlers Point application was amended and applicable are reduced to exclude the land <br />(previously known as District 3) that is part of the Hillsborough Economic Development <br />area expansion. Districts 1 and 2 have been approved by the BOCC. <br />• The Town has expressed its interest in limiting residential and retail development in the <br />existing and any future expanded Hillsborough Economic Development area. <br />• Town and County Planning staff met to coordinate their recommendations to amend the <br />COCA Land Use Plan and identify the most appropriate future land use classification to <br />suggest going forward. <br />• The Town has approved the WASMPBA amendment. <br />• The County and Town reinitiated the process to consider amendments to expand the <br />Hillsborough Economic Development area. <br />• The only changes to the previous Hillsborough Economic Development area expansion <br />proposal presented at the September 2017 Public Information Meeting were in response <br />to further coordination with the Town. The resulting recommendations are to apply a less <br />intensive land use category, “Suburban Office Complex”, rather than “Employment” and <br />not to pursue rezoning at this time. <br /> <br /> <br />Planning Director’s Recommendation: The Planning Director recommends approval of the <br />Resolution contained in Attachment 2, indicating consistency with the County’s land use and <br />economic development goals. <br /> <br /> <br />FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br />for the provision of County services. Costs for mailed notifications and the required legal <br />advertisement will be paid from FY2017-18 Departmental funds budgeted for this purpose. <br />Existing Planning staff included in the Departmental staffing budget will accomplish the work <br />required to process this amendment. <br /> <br /> <br /> <br /> <br /> 17
