STAFF COMMENT: The applicant has supplied the requested <br />examples. Please refer to Attachment 1 for more detail. <br />c. LAND USE – SCHOOLS, Elementary, Middle, and Secondary: While we <br />are awaiting additional comment from the Orange County School system on <br />the viability/need for a school site south of Interstate 40, the applicant has <br />agreed to eliminate the proposed use from the project consistent with staff’s <br />recommendation. <br />d. UTILITY CONDITION(S): As articulated at the December 18, 2017 <br />Planning Board meeting, staff recommended the imposition of the following <br />additional condition: Looped water systems shall be required to ensure <br />necessary water flow and pressure within each development district. <br /> The applicant has requested the condition be revised as follows: Looped <br />water systems shall be may be required to ensure necessary water flow <br />and pressure within each development district. These requirements and <br />ultimate improvements are the responsibility of the developer. <br /> STAFF COMMENT: Staff is not supportive of the proposed <br />revision(s) by the applicant and would like to review alternatives with <br />the Board. <br />2. Revisions to project concept plan: <br />a. A tree survey shall be required denoting the location of ‘specimen trees’ in <br />District(s) 1 and 2. The survey should provide the location of significant <br />foliage (i.e. species, height, width, etc.) within the various development <br />areas. <br /> STAFF COMMENT: The applicant has indicated a tree survey could <br />be provided as part of the initial site plan submittal but will not be <br />available for review as part of the rezoning application review <br />process. <br />3. Other Consideration(s): <br />a. A condition was recommended limiting the number of outdoor lighting <br />features being left on after local business operations close for the evening. <br />There were also additional suggestions the signs be required to be <br />extinguished after hours as well. This was to address concerns over light <br />pollution. <br />STAFF COMMENT: The applicant has responded to the suggestion <br />as follows: <br />We agree with the suggested condition to limit the number <br />of outdoor lighting fixtures left on after normal business <br />hours, with the understanding that we must follow the <br />appropriate industry guideline standards; IES/ANSI, OSHA, <br />etc. to maintain safe lighting conditions for employees, <br />business owners and the public. <br />Definitive language will have to be reviewed and discussed at the January <br />10, 2018 meeting. <br /> 230
