Further exacerbating the matter is that hand written notes denoting distances from intersection(s) are inconsistent <br />with existing conditions. <br /> <br />For example notes on the plan appear to indicate there will be a ‘stop sign’ and ‘u‐turn’ 300 ft. from Service Drive going <br />south on Interstate 86. Using aerial photos/GIS and the Settlers Point submittal, the retail driveway is approximately <br />416 ft. south of Service Drive yet the revised schematic indicates the ‘stop sign’ and ‘u‐turn’ are beyond this entrance <br />area. I am further concerned requiring the u‐turn will actually conflict with the Davis Road intersection if we follow the <br />measurements as denoted on the revised drawings. <br /> <br />Bottom line: I am not convinced there is a viable reason to deviate from the submitted TIA and I am continuing to find <br />what I perceive to be conflict(s) with DOT’s Tuesday November 12, 2017 e‐mail on the reconfiguration of access along <br />NC Highway 86 and the existing project/road layout. <br /> <br />We are happy to meet and discuss but I am not comfortable maintaining an affirmative recommendation on this project <br />given the facts that are now in my possession, especially when they seem to be in conflict with one another. I am now <br />very glad I recommended to delay action on the project. <br /> <br />I will review the matter in depth with Mr. Benedict and other appropriate County staff in advance of our preparation for <br />the December planning board meeting where we will have to address the matter but please remember in absence of <br />some definitive answers from the applicant on the apparent measurement inconsistencies I am not comfortable <br />continuing to proffer and affirmative recommendation. <br /> <br />Thank you. <br /> <br />Michael D. This will exacerbate existing congestion and make several concerns of local <br />residents a hard reality. While I understand it might make sense from a traffic mitigation standpoint it creates major <br />problems with respect to our (i.e. my) expectation(s) on the management of traffic impacts created by this development <br />on adjoining properties and existing road network systems. <br /> <br /> 46
