1
Michael Harvey
From:Chuck Edwards Contact
Sent:Thursday, November 16, 2017 1:22 PM
To:Michael Harvey
Subject:Re: [External] RE: Proposed Settlers Pointe- Revised Access Configuration and Revised
Traffic Analysis,
The service road intersection will also have northbound directional left‐over to accommodate left turns in from Old NC
86 and the U‐turn will accommodate redirected traffic wishing to travel to the interstate and points north. The issue is
that a traditional signalized full movement intersection at the service road is expected to have operational problems due
to short separation from the EB ramps which will worsen in future years. This configuration may require redirection of
certain vehicle movements at adjacent driveways which may or may not be supported by the community but this can be
considered as the public process continues. Feel free to contact me for additional discussion.

Charles N. Edwards Jr., PE (Chuck)
District Engineer
N. C. This will exacerbate
existing congestion and make several concerns of local residents a hard reality. While I understand it
might make sense from a traffic mitigation standpoint it creates major problems with respect to our (i.e.
my) expectation(s) on the management of traffic impacts created by this development on adjoining
properties and existing road network systems.

At this point in time I am not in favor of the right turn only option as provided on the revised DOT
comment package and will convey my concerns to my superiors and Board members at the appropriate
time.

Michael D.
