iii. The Old NC Highway 86 right-of-way gradually decreases from <br />100 ft. to 60 ft. where the initial curve/anticipated U-turn <br />intersection starts. Staff is concerned there is insufficient right-of- <br />way to accommodate the proposed U-turn. <br />In consultation with the applicant, the Director has recommended the <br />imposition of the following condition: <br />Development of District 1 shall utilize Service Road to obtain access to <br />Old NC Highway 86. <br />At the time development exceeds allowable traffic trips, as defined within <br />the Master Traffic Impact Analysis (TIA), requiring a <br />restriction/prohibition on left turn(s) off of Service Road onto Old NC <br />Highway 86, an alternative traffic alignment/improvement shall be <br />required to serve District 1 allowing for both left and right turn access <br />onto Old NC Highway 86. <br />This alternative shall be reviewed and approved by Orange County and <br />the NC Department of Transportation and shall be installed prior to the <br />approval of additional site plans in District 1 beyond the defined <br />threshold in the original/amended TIA. <br />Acquisition/dedication of additional right-of-way may be required to <br />accommodate intersection designs as detailed in the amended TIA <br />contained within Attachment 1. <br />Please note per existing recommended conditions, already agreed to by <br />the applicant, all right-of-way acquisition shall be in accordance with <br />applicable NC Department of Transportation requirements. <br />3. Revisions to project concept plan: <br />a. The BOCC has requested a concept site plan denoting the anticipated <br />location of parking areas, access roads, stormwater features, landscaping, <br />building(s), etc. for District(s) 1 and 2. <br />b. A tree survey shall be required denoting the location of ‘specimen trees’ in <br />District(s) 1 and 2. The survey should provide the location of significant <br />foliage (i.e. species, height, width, etc.) within the various development <br />areas. <br />c. A more detailed buffer plan denoting proposed/required project buffers (i.e. <br />perimeter, MTC, stream AND floodplain, roadway, etc.) including widths, <br />explanation of existing vegetation (i.e. pictures of the existing foliage being <br />preserved) or more detail (i.e. cross section and rendering) on how required <br />buffers would be replanted if necessary. <br />4. Other Consideration(s): <br />a. A condition was recommended limiting the number of outdoor lighting <br />features being left on after local business operations close for the evening. <br />There were also additional suggestions the signs be required to be <br />extinguished after hours as well. This was to address concerns over light <br />pollution. <br /> 16
