h. Construction of a super-street type U-Turn bulb intersection to be located <br />approximately 1,000 feet south of the Service Road on Old NC 86, with 200 <br />feet of storage and taper, upon construction of greater than 900,000 square <br />feet of warehouse facility. <br />STAFF COMMENT: Please refer to the previous comment for an <br />assessment of this recommended improvement. <br />i. Construction of a right turn lane on Old NC 86 southbound at Davis Road <br />with 150 feet of storage and taper, upon construction of 900,000 square feet <br />of warehouse facility. <br />STAFF COMMENT: Please refer to the previous comment for an <br />assessment of this recommended improvement. <br />Recommended improvements for the 2022 Buildout Phase are: <br />i. Construct a full access on Old NC 86 at the location of the U-Turn <br />intersection installed under the 2020 Phase I Build, with two exiting lanes <br />and one entering lane. Construct a right turn lane with 125 feet of storage <br />and taper on the westbound approach, a thru-right turn lane on the <br />northbound approach with 200 feet of storage and taper, and a second <br />southbound left turn lane with 300 feet of storage and taper. <br />ii. Install a traffic signal at the intersection of Old NC 86 new retail access/U- <br />Turn intersection. <br />iii. Construct an additional lane on Old NC 86 southbound, continuous <br />between the Service Road and the new Retail Dr. intersection. Re-stripe the <br />inside lane for left turns at the signalized intersection. <br />iv. Construct an additional lane on the Old NC 86 northbound, continuous <br />between the new signalized Retail Dr. and the Service Road. <br />v. Construct a right-in/right out access for the retail/office/hotel parcels on Old <br />NC 86 approximately 500 feet south of the Service Road. <br />Maps(s) denoting the identified improvement(s) are contained in Attachment 1. Staff <br />comment(s) on the review of the TIA are contained within Attachment 2. <br />STAFF COMMENT: As previously indicated staff is concerned the <br />anticipated U-turn configuration is not viable along this stretch of Old NC <br />Highway 86 as envisioned due to the following: <br />i. The TIA indicates the U-turn will be approximately 1,000 ft. south <br />of the intersection of Service Road and Old NC Highway 86, <br />beginning at an existing curve within the roadway. <br />ii. Current posted speed limits allow for vehicles to travel 45 miles per <br />hour along Old NC Highway 86. All of this going uphill for those <br />going south and downhill for those going north. Staff is concerned <br />over the site distance of the proposed U-turn intersection for both <br />south and north bound traffic. <br />Further, staff believes existing speed limit(s) are not conducive to <br />safe travel along the roadway with the introduction of a U-turn <br />intersection. <br /> 15
