<br />3. The developer shall provide a Traffic Impact Statement <br />stating that the proposed development is in accordance with <br />the Master Plan TIA report that identified anticipated impacts <br />of this development at the intersection of OLD US 86 and <br />Interstate 40 as part of all site plan submittals. <br /> The developer shall be responsible for constructing any and <br />all improvements at those intersections that are <br />recommended to mitigate direct impacts resulting from this <br />development. A revised TIA shall be submitted if NCDOT or <br />County Staff find that the proposed site-specific use will <br />adversely impact existing traffic operations at any of the new <br />or existing roadway intersections or ramps. <br /> The revised TIA shall also include weekend traffic counts at <br />similar developments. The developer shall provide any <br />additional facilities to accommodate traffic flow on weekends <br />as required by NC DOT from review of the revised TIA. <br /> The revised TIA, based on the overall final development <br />buildout square footage, shall be submitted and approved <br />prior to the approval of any site plan proposing development <br />within any of the approved Districts. <br />4. Any required roadway improvements shall be accommodated <br />within existing road rights- of-way. If additional right-of-way <br />is required, the developer shall secure the necessary land <br />via purchase agreements with affected property owners, in <br />accordance with NCDOT right-of-way acquisition process. <br />5. All street signals shall be erected on metal poles. <br />6. The County and NC DOT shall approve all metal utility poles <br />allowing for the erection of street signals, both internal and <br />external, prior to installation. <br />7. The developer shall identify and develop segregated <br />entrances and exists for pedestrian and construction <br />vehicular traffic during the development of the project to <br />avoid conflict. These entrances shall be reviewed and <br />approved by the Orange County Planning Department prior <br />to the commencement of earth disturbing activities. <br />8. All traffic directional signage shall be installed at this time as <br />well including, but not limited to: <br />i. Stop signs, <br />ii. Yield signs, <br />iii. Bus parking and unloading informational signs <br />iv. Lane ends, <br />v. Merge signs, <br />vi. Caution Pedestrian Traffic – Yield Signs, <br />vii. Traffic safety signs designed to direct construction <br />traffic throughout the site, <br /> 321
