Questions were asked about proposed walkways along Old NC Highway <br />86 connecting this project to Waterstone. <br />DEVELOPER COMMENT: The feasibility of a sidewalk along Old <br />NC Highway 86 was being investigated and would be discussed <br />with the NC Department of Transportation, Orange County, and the <br />Town of Hillsborough at the appropriate time. <br />c. Concerns were expressed over the exacerbation of existing congestion in <br />the area as the result of the proposed development. <br />d. Concerns were expressed that development of the project will cause <br />additional traffic on local side roads by travelers looking to access <br />Hillsborough. <br />e. Attendees supported the signalization of intersection points between Old <br />NC Highway 86 and the Interstate but expressed concern that this would <br />increase congestion in the area overall. <br /> <br />2. Land Uses: The developer reviewed the proposed permitted land uses for the <br />project. Comment(s) received from those in attendance included: <br />a. The application needed a clear definition of the various housing types <br />proposed for District 3 (i.e. what is Assisted Living, Senior Living, etc.) <br />b. Concerns were expressed over the proposed internal walking trails in <br />Districts 2 and 3 as leading to potential public safety hazards for <br />individuals using same. <br />c. More information was requested on what type of hotel was envisioned for <br />District 2. <br />d. What type of retail and restaurants would be developed (i.e. fast food, <br />chain restaurants, would a supermarket be developed in District 2, etc.) <br />3. Open Space and Buffers: The developer reviewed the proposed open space and <br />buffer program including requested modification(s) to the Major Transportation <br />Corridor (MTC) buffer; proposed perimeter buffers; required stream buffer and <br />floodplain buffers, fences, sidewalks and walking trails. Comment(s) received from <br />those in attendance included: <br />a. Concerns were expressed about the proposed 50 ft. wide buffer <br />separating District 3 from properties to the south. <br />b. There was a general concern removal of trees along the Interstate could <br />increase the noise generated by motor vehicles on same. <br />4. Phasing: The developer reviewed the likely scenarios for development within each <br />district; road improvements, and provision of water and sewer services. <br />STAFF COMMENT: Staff reviewed the inter-local agreement process <br />currently in place with the Town of Hillsborough and Orange County. <br />Further staff discussed where the anticipated sewer line was being located <br /> 302
