<br />• Some existing homes could be surrounded by non-residential uses. <br />• County staff is proposing the application of an EDH-2 zoning district that prohibits <br />residential development while the Settlers Point development application includes a <br />residential component. How will this be reconciled? <br />• When will the Town and County sort out any discrepancy? There needs to be discussion <br />before a public hearing. <br />• What happens to this set of amendments if the Town decides not to expand or further <br />delays decision to expand its Primary (Urban) Service Area for water and sewer? <br />• An undeveloped parcel (northwest corner Old NC 86/Davis Rd) is included in the <br />rezoning but it’s not clear if or when sewer will be made available to it. How can the <br />property be developed in the near term if sewer is unavailable and residential <br />development prohibited? <br /> <br />Planning Director’s Recommendation: The Planning Director recommends approval of the <br />Statement of Consistency, indicating the zoning atlas amendments are reasonable and in the <br />public interest, contained in Attachment 2 and the proposed ordinance, which includes all three <br />related amendments, contained in Attachment 3. <br /> <br /> <br />FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br />for the provision of County services. Costs for mailed notifications and the required legal <br />advertisement will be paid from FY2017-18 Departmental funds budgeted for this purpose. <br />Existing Planning staff included in the Departmental staffing budget will accomplish the work <br />required to process this amendment. <br /> <br /> <br />RECOMMENDATION(S): The Planning Director recommends the Planning Board: <br />1. Review the proposed amendments to the: <br />a. Town of Hillsborough/Orange County Central Orange Coordinated Area Land Use <br />Plan, <br />b. Orange County Comprehensive Plan Future Land Use Map, and <br />c. Orange County Zoning Atlas <br />2. Deliberate on the proposal as desired, <br />3. Consider the Planning Director’s recommendation, and <br />4. Make a recommendation to the BOCC on the Statement of Consistency (Attachment 2) <br />and the proposed ordinance (Attachment 3) in time for the November 2017 Quarterly <br />Public Hearing. <br /> <br /> 231
