Designated by the adopted Comprehensive Plan <br />as a Transition Area, which can reasonably be <br />expected to be annexed by a municipality in the <br />ensuing 10-20 years. <br /> <br />2. Water and sewer lines should exist at site or be <br />assured of installation as part of the development <br />process. <br /> <br />3.
