Article 5: Uses <br /> Section 5.12: Standards for Extractive Uses <br /> <br /> <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 5-129 <br /> <br />5.12.2 Extraction of Earth Products <br />(A) Standards for Class A Special Use Permit <br />(1) Submittal Requirements <br />In addition to the information required by Section 2.7, the following shall be <br />submitted as part of the application: <br />(a) 26 copies of the site plan, prepared by an appropriately licensed <br />professional, which shall contain the following: <br />(i) Extent of area to be excavated or mined. <br />(ii) Aerial photograph of site and all areas within 1,000 feet of the <br />perimeter of the property flown within two months of the <br />application for a Special Use Permit. <br />(iii) Existing topography at a contour interval of two feet based on <br />mean sea level datum. <br />(iv) Land use, road system, natural features and topographical ten <br />foot contour intervals) details for the area within 1,000 feet of the <br />perimeter of the property. <br />(v) Typical cross sections showing extent of overburden, extent of <br />sand and gravel deposits, and water table. <br />(vi) Proposed handling and storage areas for overburden, by <br />products and excavated materials. <br />(vii) Location and results of groundwater borings showing depth of <br />groundwater. <br />(viii) Any areas proposed for ponding. <br />(ix) Wind pattern details and on site windbreaks. <br />(x) Soils details and statement addressing agricultural productivity <br />and reclamation. <br />(xi) Traffic impact analysis addressing the capacity of the roads to <br />serve the site. <br />(xii) Access roads to the site, as well as on site roads, with indication <br />of surface treatment to limit dust. Sight distances on all roads <br />used for access to the site. <br />(xiii) Required setback areas, including screening/buffering existing <br />and/or proposed. If plant materials are to be installed, the <br />number, location, size and type of plants are to be identified. <br />(b) An Operations Plan which shall include: <br />(i) The date proposed to commence operations and their expected <br />duration. <br />(ii) Proposed hours and days of operations. <br />(iii) Estimated type and volume of extraction. <br />(iv) Description of method of operation, including the disposition of <br />topsoil, overburden and by products. <br />(v) Methods to control and respond to spillage of extracted <br />materials, overburden or by products and vehicular mud on off <br />site roads. <br />(vi) Description of equipment to be used in the extraction process. <br /> 231
