<br /> <br /> <br />STATEMENT OF CONSISTENCY <br />OF A PROPOSED UNIFIED DEVELOPMENT ORDINANCE TEXT AMENDMENTS <br />WITH THE ADOPTED ORANGE COUNTY 2030 COMPREHENSIVE PLAN <br /> <br /> Orange County has initiated amendments to the Unified Development Ordinance <br />(UDO) and modifying the table of permitted uses as well as development requirements for <br />various land uses. Proposed changes seek to clarify allowable and prohibited land uses within <br />the various general use zoning districts throughout the County. <br /> <br />The Planning Board finds: <br />a. The requirements of Section 2.8 of the UDO have been deemed complete; and, <br />b. Pursuant to Sections 1.1.5, and 1.1.7 of the UDO and to Section 153A-341 of the <br />North Carolina General Statutes, the Board finds sufficient documentation within <br />the record denoting that the amendment is consistent with the adopted 2030 <br />Comprehensive Plan. <br />1. The amendment is consistent with applicable plans because it supports the <br />following 2030 Comprehensive Plan goals and objectives: <br />Chapter 5 Land Use Element of the Comprehensive Plan: <br />• Land Use Goal 6: A land use planning process that is transparent, <br />fair, open, efficient, and responsive. <br />These amendments are consistent with this goal and <br />objective by eliminating existing nebulous and contradictory <br />language outlining permitted and prohibited land uses in <br />favor of a centralized, uniform, table of permitted uses <br />making it easier for the reader to identify those land uses <br />that are viable for development within a given zoning district. <br />c. The amendment is reasonable and in the public interest because it: <br />1. Ensures the legal sufficiency of the UDO by clarifying those land uses that <br />are allowed and/or prohibited within the County’s planning jurisdiction. <br />These amendments create a central table outlining allowable and <br />prohibited land uses thereby eliminating contradictory and <br />inconsistent references, which create confusion to the reader as to <br />what land uses are allowed or prohibited in a given general use <br />zoning district. <br />2. Ensures uniformity with respect to the listing and defining of land uses within <br />the UDO. <br />The amendment eliminates the existing multiple, different, <br />methodologies for listing allowable land uses in favor of a <br />centralized, single, table utilizing the same list of allowable and <br />prohibited land uses making it easier for the reader to identify those <br />land uses viable for development. <br /> <br /> <br />Attachment 4 <br /> 132
