The Board asks its 57 <br />citizens to conduct themselves in a respectful, courteous manner, both with the Board and with 58 <br />fellow citizens. At any time, should any member of the Board or any citizen fail to observe this 59 <br />public charge, the Chair will ask the offending member to leave the meeting until that individual 60 <br />regains personal control. Should decorum fail to be restored, the Chair will recess the meeting 61 <br />until such time that a genuine commitment to this public charge is observed. 62 <br /> 63 <br /> 64 AGENDA ITEM 6: CHAIR COMMENTS 65 <br /> 66 <br />No comments 67 <br /> 68 AGENDA ITEM 7: UNIFIED DEVELOPMENT ORDINANCE (UDO) TEXT AMENDMENT- To re-review and make a 69 <br />recommendation to the BOCC on government-initiated amendments to the text of the UDO to 70 <br />modify the Mobile Home Park Conditional Zoning District (MHP-CZ) to a Home Park 71 <br />Conditional Zoning District (HP-CZ). The Planning Board recommendation approval of this 72 <br />item on December 7, 2016; subsequent revisions by the County Attorney’s office necessitates 73 <br />that the amendment be reviewed again by the Planning Board. This item is scheduled for the 74 <br />February 13, 2017 Quarterly Public Hearing. 75 <br /> 76 <br />Patrick Mallett Presented the proposed changes that were made to materials since the December 7, 2016 Planning 77 <br />Board Meeting and needed to meet legal sufficiency. 78 <br /> 79 <br />Craig Benedict told Patrick Mallett that when he presents this item he can explain that it has not changed from the 80 <br />way it was originally. 81 <br /> 82 <br />Patrick Mallett continued his presentation. 83 <br /> 84 <br />Buddy Hartley asked how they will enforce the regulations. 85 <br /> 86 <br />Michael Harvey explained there are conditions for the approval for the certificate of occupancy, which often include 87 <br />time limits on how long the temporary structure can stay on the property. After that time frame if the structure is still 88 <br />there the Planning Department issues a notice of violation; the notice of violation will allow the resident 30 days to 89 <br />remove it, after that 30 days it is a $500 a day fine. 90 <br /> 91 <br />Patricia Roberts asked if there is a second impact fee if you build an efficiency unit. 92 <br /> 93 <br />Michael Harvey said that you do have to pay another impact fee based on the number of bedrooms of the efficiency 94 <br />and then pay the difference in the number of bedrooms in the new house you’re building. 95 <br /> 96 <br />Patrick Mallett continued reviewing the abstract and text changes. 97 <br /> 98 <br />Tony Blake asked what the attorney’s concerns were with this text amendment 99 <br /> 100 <br />Patrick Mallett said that we needed to focus on what goes on in a mobile home park.
