5 <br /> <br />size. <br />• A Planning Board member asked if tiny homes could be made permanent. <br />STAFF COMMENT: Yes, if said units are built to the State building code <br />installed accordingly, and served with the appropriate utility connections. <br />• A Planning Board member asked how this would impact existing parks. <br />STAFF COMMENT: In theory, any existing temporary housing units would <br />be allowed consistent with the Non-conforming section of the UDO. <br />Having said that, the goal would be to work with the owners to bring the <br />parks into full compliance. Specifically, 1 unit per space and having <br />spaces addressed consistent with the County Addressing Ordinance. <br />• A Planning Board member asked if we need a definition of tiny home. <br />STAFF COMMENT: No. There is no legal definition or accepted <br />standards for what are commonly called “tiny homes.” A structure is either: <br />a permanent residence (aka stick built or modular home) built to State <br />Building Code; A Manufactured Home (aka a Mobile Home) built to HUD <br />standard; or a Temporary Residential Unit (aka an RV). There is therefore <br />no need or legal basis to define a tiny home. <br />• A Planning Board member asked how septic needs would be addressed. <br />STAFF COMMENT: The Health Department would have to review and <br />approved an appropriately designed system to accommodate permanent <br />and/or temporary housing units as the units are permitted/re-approved. <br />• A Planning Board member asked how the addressing would or would not <br />change in Mobile Home Parks. <br />STAFF COMMENT: The proposed standards would require a numbered <br />assignment for each temporary or permanent space. This space <br />assignment would be clearly marked on a site plan and physically marked <br />on site. While this may or may not constitute mailing or legal address <br />would be determined at the time of site plan submittal. <br />• A Planning Board member asked if existing mobile home parks and/or new <br />home parks can be served with public water and/or sewer. <br />STAFF COMMENT: Most Mobile Home Parks and RV parks are served <br />with private water and sewer services. However, public water and sewer <br />service is possible for permanent spaces. <br />December 7, 2016 – Recommendation. The Board voted 7 to 1 to recommend <br />approval of the proposed amendments. <br /> <br />b. Advisory Boards: <br />Affordable Housing Advisory Board <br />(AHAB) as necessary.
