Article 7: Subdivisions <br /> Section 7.12: Flexible Developments <br /> <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 7-42 <br /> <br />(3) Such Common oOpen Sspace shall <br />meet the standards contained in this <br />Section unless the subdivider <br />developer chooses to seek approval of <br />a conventional subdivision as specified <br />herein. <br />(B) Planning for Common Open Space <br />(1) Common Open space Space design in subdivision projects shall be planned as <br />part of a comprehensive project design. <br />(2) The long-term success of open space is improved when a layout is chosen with a <br />perspective of future usefulness, efficiency, connectivity and compatibility with <br />both existing development and other types of open spaces. <br />(3) Common Open space Space is an important amenity for subdivision residents <br />and an essential part of the County’s character and environmental quality. <br />(4) Common Open space Space planning must indicate a thoughtful understanding <br />of that importance, and shall be evaluated based on its merits. <br />(5) A Flexible Development subdivision plan shall always provide open space which <br />that prominently meets at least one of the three following goals in open space <br />design: <br />(a) The Maintenance maintenance of Wildlife wildlife Corridors corridors <br />and/or Habitathabitat; <br />(b) The Preservation preservation of Rural rural Charactercharacter; or <br />(c) The Creation creation or Protection protection of Space space for <br />Outdoor outdoor Recreationrecreation. <br />(6) When relevant, a Flexible Development subdivision plan shall address the <br />following additional goals in open space design: <br />(a) The Protection protection of Other other Natural natural <br />Resourcesresources,; <br />(b) The Improvement improvement or Maintenance maintenance of Visual <br />visual Amenitiesamenities,; <br />(c) The Creation creation or Protection protection of Managed managed <br />Resource resource Productionproduction,; <br />(d) The Improvement improvement or Maintenance maintenance of Public <br />public Health health and Safetysafety, ; and <br />(e) (e) The Creation creation or Protection protection of Public public <br />Purpose purpose and/or Utility utility Infrastructureinfrastructure.. <br />(7) The primary means by which goals in open space design are addressed are <br />composition, accessibility, size, and shape. <br />(8) The primary way to achieve these open space design goals is by the application <br />of standards to these fundamental land characteristics: <br />(a) Composition <br />The natural and constructed features of land indicate what types of open- <br />space goals it can support. For each of the listed open space goals, <br />certain characteristics are required or preferred. Compositional <br />requirements and preferences are stated throughout this section. <br />(b) Accessibility <br /> 193
