Approximately five people were in <br />attendance. <br />Further this item was presented to the Ordinance Review Committee (ORC) at its September 7, <br />2016 meeting. Draft notes from the ORC meeting are contained in Attachment 4. <br /> <br />As a result of comments received during these various meetings, staff has crafted an <br />amendment that: <br />i. Eliminates the Cluster Development subdivision type, as currently contained in <br />Section 7.12 of the UDO, <br />ii. Allows for lots to be clustered smaller than the 40,000 sq.ft. limit as detailed in Section <br />7.13.4 (B) (6) of the UDO with the preservation of additional open space area through <br />the subdivision development process, and <br />iii. Allows for a maximum of 12 lots to be created through the Minor Subdivision process <br />if the property owner/applicant chooses to go through the Flexible Design subdivision <br />process. <br />The goal is to revise existing development standards in an effort to encourage purposeful <br />growth and development within the County in a cost efficient manner while promoting the <br />perpetual maintenance/preservation of open space areas. <br /> <br />Attachment 1 contains additional information and analysis regarding this amendment. Proposed <br />text amendment language can be found in Attachment 5 within a “track changes” format. <br /> <br />Planning Director’s Recommendation: The Planning Director recommends approval of the <br />Statement of Consistency, indicating the amendments are reasonable and in the public interest, <br />contained in Attachment 5 and the proposed amendment package as contained in Attachment <br />6. <br /> <br />FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br />for the provision of County services. Existing staff, included in the Departmental staffing budget, <br />will accomplish the work required to process this amendment. <br /> <br />RECOMMENDATION(S): The Planning Director recommends the Planning Board: <br />1. Review the proposed text amendments, <br />2. Deliberate on the proposal as desired, <br />3. Consider the Planning Director’s recommendation, and <br />4. Make a recommendation to the BOCC on the Statement of Consistency (Attachment 5) <br />and the proposed amendments (Attachment 6) in time for the November 21, 2016 <br />Quarterly Public Hearing. <br /> <br /> 107
