Adopted July 6, 2016 Ordinance <br />Review Committee Notes <br />Ashley Moncado, Planner II (919) 245-2589 <br />Craig Benedict, Director (919) 245-2575 <br /> <br />PURPOSE: To review revisions suggested by the Orange County Attorney’s office after the <br />August 3 Planning Board meeting (where this text amendment was previously acted upon) and <br />make a recommendation to the BOCC on government-initiated amendments to the text of the <br />UDO that would establish use standards to allow certain principal uses to include a small <br />component of other specific uses in the O/RM (Office/Research and Manufacturing) zoning <br />district. <br /> <br />BACKGROUND: After the August 3 Planning Board meeting, the Orange County Attorney’s <br />Office completed review of the proposed text amendments. As a result of the review, edits were <br />made to the proposed amendments. The edits made after the August 3 meeting are identified <br />with yellow highlighting in Attachment 3. Due to the edits made to the proposed text <br />amendment package following Planning Board recommendation, the Orange County Attorney’s <br />Office determined the amendments would need to be presented to the Planning Board for a <br />second review and recommendation before the September Quarterly Public Hearing. <br /> <br />The proposed amendment was presented for review and comment at the July 6, 2016 <br />Ordinance Review Committee (ORC) meeting. Adopted summary notes from this meeting are <br />included in Attachment 4. Agenda materials from the August 3 Planning Board meeting are <br />available at http://www.co.orange.nc.us/planning/planningboard.asp. Draft minutes from the <br />meeting are included as Item #3 of this agenda package as they are to be acted upon at the <br />September 7 Planning Board meeting. The Planning Board voted unanimously to recommend <br />approval of the amendments, as presented on August 3. <br /> <br />Attachment 1 contains additional information and analysis regarding this amendment. Proposed <br />text amendment language can be found in Attachment 3 within a “track changes” format. <br /> <br />These amendments are scheduled to be presented at the September 12 Quarterly Public <br />Hearing. <br /> 56
