Health Director’s Report
February 2018

• February1, 2018 - attended the Region 5 State Tobacco Meeting. Orange County hosted
the regional meeting at the Southern Campus.
• OCHD will continue to collaborate with Campus Community Coalition to Reduce the
Negative Impacts of High Risk Drinking; signed a letter of support for another Capstone
Team to assist the Coalition with data analysis for the evaluation plan.
• I was appointed to the State Health Coordinating Council. The Council directs the
development of the annual State Medical Facilities Plan (SMFP). The council receives
staff support from the North Carolina Department of Health and Human Services,
Division of Health Service Regulation, and Healthcare Planning and Certificate of Need
Section. I am serving as a Local Health Director Representative. The Council meets
quarterly in Raleigh.
• February 8, 2018 - participated in an event hosted by the Gillings School Career Services
at UNC-CH. I served as a guest Panelist addressing the topic, “Diversity in Public
Health: Navigating the Field as a Person of Color ”
• Update on Medicaid Transformation – The NC Health Director’s Association decided to
collectively establish/negotiate Letters of Intent (LOI) with potential MCOs involved in
Medicaid Transformation. This will allow the association to negotiate preferred
conditions with interested MCOs that would be collectively beneficial for public health
departments in N.C. These LOIs would be non-binding and flexible agreements that
would not ultimately impact any contractual agreements that individual health
departments may choose to enter with an MCO. It basically allows flexibility for the
association to work/communicate with MCOs in a way that does not interfere with the
local county agreement process.
• February 21, 2018 – Started Leadership Rounds with the Medical Clinic Staff; plan to
meet quarterly; purpose of the rounds is to have dedicated time with clinic staff to
improve communication from leadership by answering their questions and working
together to address concerns and areas of opportunity for improved clinical services.

Program Updates

• Dental Clinic
o Received 2 new dental chairs; staff are really excited about the new, much needed
equipment
• Vital Records
o Hosted a Comprehensive Vital Records Training on February 16, 2018. Floriece
Davis-Jones from NC Vital Records facilitated the training. She covered the roles
and responsibilities of the local Registrar, Deputy Registrar and the Assistant
Deputy Registrar. She went over the process to complete Birth Certificates, Death
Certificates, Home Birth Certificates, Affidavit of Parentage, Burial Transit
Permits, and a host of laws related to Vital Records.
