eT, <br />The Board will consider a resolution providing for the appointment of a special board of equalization and <br />review to carry out the statutory responsibilities of ensuring that tax lists and tax records comply with the <br />provisions of the North Carolina Machinery Act and direct staff to recruit applicants for the E&R Board, <br />with appointments to be made at a future Commissioners' meeting. <br />f. Budget Amendment 47 <br />The Board will consider approving budget, grant project, and capital project ordinance amendments for <br />fiscal year 2004-05. <br />g. Final Report on the Functions and Responsibilities of the Orange County Department of Human <br />Rights and Relations <br />The Board consider for approval, the final report on the functions, responsibilities, and staffing of the <br />Department of Human Rights and Relations and amend the County's Classification and Pay Plan to add the <br />new class of LEP (Limited English Proficiency) Coordinator effective February 1, 2005. <br />h. Petition for Addition of Subdivision Roads to the NC Secondary Road System <br />The Board will consider a petition to add portions of two subdivision roads, Booth Road and Amber Wood <br />Run, to the state-maintained Secondary Road System <br />i. Refinancing BB&T Installment Purchase Agreements <br />The Board will consider approving a modification agreement for installment purchase contracts entered into <br />with BB&T to finance school facilities that will result in savings to the County, and authorize the Chair and <br />Finance Director to sign. <br />j. Consultant Services - Consolidated Housing Plan 2005-2009 <br />The Board will consider awarding a contract for consulting service to Training and Development Associates, <br />Inc. for the development of a Consolidated Housing Plan and a Comprehensive Housing Strategy for Orange <br />County and authorize the Chair to sign contingent upon final review by staff and the County Attorney. <br />k. Contract with Peterson, Ravmond and Associates (PRA) to Conduct a Process Evaluation of <br />Partnership <br />The Board will consider approving a letter of agreement for consultation services to assess and evaluate the <br />Treatment Accountability for Safer Communities (TASC) Program (previously know as Treatment <br />Alternatives to Street Crime) in order to advance and improve the overall work of the Orange-Chatham <br />Justice Partnership (OCJP) and authorize the Chair to sign pending final review and approval by staff and the <br />County Attorney. <br />1. Change in BOCC Regular Meeting Schedule <br />The Board will consider one change in the County Commissioners' regular meeting Calendar for the year <br />2005 by adding a location for the Legislative Breakfast, on Monday, March 14, 2005, at 8:00 a.m. to be held <br />at the Courtyard by Marriott, 100 Marriott Way, Hwy 54, Chapel Hill. <br />m. Approval of County's Cooperation in 1031 Tax Free Exchange of Real Propertv; AcknovvIedge the <br />Donation of Two Acres of Land to Orange County <br />The Board will consider authorizing Orange County's cooperation with the seller of the future Millhouse <br />Road park property in a 1031 tax free exchange and to acknowledge a donation of two acres of land to <br />Orange County. <br />6. Resolutions or Proclamations (8:15-8:45) <br />a. Middle School 43 Capital Project Ordinance <br />b. Human Relations Month <br />The Board will consider a proclamation recognizing the month of February as Human Relations Month and <br />authorize the Chair to sign. <br />c.
