Resolution in Opposition To Offshore Exploration, Drilling Activities and Seismic <br />Blast Activities Off the Coast of North Carolina <br />The Board considered voting to approve a Resolution, which is incorporated by <br />reference, in Opposition To Offshore Exploration, Drilling Activities and Seismic Blast Activities <br />Off the Coast of North Carolina and authorize the Chair to sign. <br /> <br />Commissioner Price said this is an important resolution, even though similar resolutions <br />have been passed in previous years. She said she would like to have this resolution sent to <br />the organizations that are mentioned in the resolution, as well as to all other counties in North <br />Carolina. <br />Commissioner Jacobs said that he wanted to highlight this resolution, and heard <br />yesterday that 70 scientists have written a letter to the Department of the Interior, objecting to <br />the seismic testing because it is so harmful to marine mammals, and its consequences are <br />unknown. <br /> <br />A motion was made by Commissioner Price, seconded by Commissioner Jacobs to <br />approve a Resolution in Opposition To Offshore Exploration, Drilling Activities and Seismic <br />Blast Activities Off the Coast of North Carolina and authorize the Chair to sign. <br /> <br />VOTE: UNANIMOUS <br /> <br />a. Minutes <br />The Board approved the minutes from January 26 and 30, 2018 as submitted by the Clerk to <br />the Board. <br />b. Fiscal Year 2017-18 Budget Amendment #6 <br />The Board approved budget and grant project ordinance amendments for fiscal year 2017-18 <br />for the Department on Aging, and Animal Services. <br />c. Application for North Carolina Education Lottery Proceeds for Chapel Hill – Carrboro <br />City Schools (CHCCS) and Contingent Approval of Budget Amendment # 6-A Related <br />to CHCCS Capital Project Ordinances <br />The Board approved an application to the North Carolina Department of Public Instruction <br />(NCDPI) to release proceeds from the NC Education Lottery account related to FY 2017-18 <br />debt service payments for Chapel Hill – Carrboro City Schools (CHCCS), and approved Budget <br />Amendment #6-A (amended School Capital Project Ordinances), contingent on the NCDPI’s <br />approval of the application and authorize the Chair to sign. <br />d. Approval of 1.0 FTE Time-Limited Erosion Control Officer I Position and Budget <br />Amendment # 6-B <br />The Board approved the creation of a 1.0 full-time equivalent (FTE) time-limited position to <br />address the work load of a multi-year Erosion Control and Sedimentation Control project and <br />approve Budget Amendment #6-B.
