26 <br /> <br />Commissioner Rich said the Manager’s recommendation calls for f eedback from the <br />Towns by May 1, 2018. She said a walk through should happen soon, in order to comply with <br />this recommended date. <br />Commissioner Jacobs said staff does not need a surveyor to come to the property. He <br />said there have been several problems with the Greene Tract over time: one jurisdiction did <br />not want to pay for its part; the recession in 2008; and there was a lot of objection to mixed <br />use in the early 2000s. He said those who were advocates for affordable housing rotated off <br />of boards, and the momentum slowed. <br />Commissioner McKee said whichever alternative is chosen, he would suggest starting <br />with the most developable property, while maintaining the best preservation corridor. He said <br />there is no requirement that all of the property be developed, and it is easier to start with a high <br />level and work down, than to start at a low level and work up. <br />Commissioner Burroughs said it makes sense to look at the headwaters modified, as <br />the corridor is in all three options. She agreed with Commissioner McKee’s point of starting <br />high and working down, if necessary. <br />Commissioner Jacobs agreed with Commissioner McKee, and said to preserve as <br />much of the significant natural areas as possible, and then go with the highly developable <br />areas. <br />Chair Dorosin said it sounds like there is consensus to: <br />• Modify the headwaters preserve, with the goal of creating, or protecting, the natural <br />north-south corridor, with the exact boundaries to be determined; <br />• Begin with the highest developable areas; <br />• Keep to the timeline established of May 1, and communicate this to the Towns; <br />• Set up the walking tour as soon as possible; <br />• Have a community-wide meeting, presenting that which has been learned, between the <br />walking tour and May 1. <br /> <br />Commissioner Rich asked if Carrboro is still engaged in this project. <br />Chair Dorosin said yes, at least through the May 1st deadline, and if the Board felt <br />Carrboro should ultimately not be involved, then Carrboro would consider stepping back. <br />Commissioner Price said it would be good to speak with St. Paul’s Village. <br />Chair Dorosin agreed, and thanked staff from across the County for working hard on <br />this project. <br />NEVER MOTIONED FOR OR VOTED ON! <br />The Manager further recommends the Board authorize staff to communicate the Board’s <br />preferences to Chapel Hill and Carrboro town staffs and request feedback from the towns by <br />May 1, 2018. Upon receipt of feedback from both towns, County staff - in concert with town <br />staffs - will prepare a draft resolution for future approval by the Board of Commissioners, the <br />Chapel Hill Town Council and the Carrboro Board of Aldermen to codify the preferences/input <br />from all three entities. With adoption by all three governing boards, the resulting resolution <br />would supersede the 2002 Resolution that outlined the County and Towns’ intentions for <br />developing the Greene Tract. <br /> <br />VOTE: <br /> <br />7.
