16 <br /> <br />Todd LoFrese said PACE Academy used to reside within CHCCS, and not only did <br />CHCCS have to provide the per pupil from the County, but also had to provide the <br />proportionate amount for the special district tax. <br />Commissioner Price asked what would happen if there was a student from Durham <br />County who attended PACE academy. <br />Todd LoFrese this student would not be calculated in CHCCS numbers. <br />Todd LoFrese continued to review page 3. <br />Chair Dorosin asked if tuition is from out of district students coming into CHCCS. <br />Todd LoFrese said yes. <br />Chair Dorosin asked if there is a policy for setting this tuition number. <br />Todd LoFrese said it is a CHCCS Board policy. <br />Chair Dorosin asked if the only way one can attend CHCCS schools from out-of-district <br />is by being a child of an employee. <br />Todd LoFrese said yes. <br />Commissioner Marcoplos asked if the cost for paying for custodians in house is known. <br />Todd LoFrese said this information will be brought back to the BOCC at a later date. <br />Commissioner Marcoplos clarified that this this cost is not currently part of the <br />expansion budget. <br />Todd LoFrese said that is correct. <br />Commissioner Rich referred to the healthcare plan, and asked if it is purchased through <br />the State. <br />Todd LoFrese said it is prescribed to CHCCS, and it is the State health plan, and is not <br />open for negotiation. <br />Commissioner Price referred to the priority expansion request, and asked if it only <br />refers to for operational expenses, and not capital. <br />Todd LoFrese said yes. <br />Chair Dorosin said having these early presentations was a good idea that came out of <br />the school collaboration meetings. <br /> <br />5. Greene Tract Conceptual Plans <br />The Board considered development and preservation alternatives for the Greene Tract <br />and authorize staff to communicate the Board’s preferences to the Towns of Chapel Hill and <br />Carrboro. These preferences include decisions on: <br />1. Reconfiguration of the Headwaters Preserve area; <br />2. Size of the development and preservation areas within the Greene Tract; <br />3. Density of the development area; <br />4. Land uses and affordable housing preferences in the development area such as <br />a. Single use (residential) versus mixed use development (residential and <br />commercial) <br />b. Affordable housing versus mixed income/market rate housing <br />c. Goals for the number or proportion of affordable units <br /> <br />Upon receipt of feedback from both towns, County staff - in concert with town staffs - will <br />prepare a draft resolution for future approval by the Board of Commissioners, the Chapel Hill
