Chair Dorosin referred to the 162 students attending charter schools, and asked if they
are counted in the per pupil number, and if the money goes to the charter school with the
student.
Todd LoFrese said the charter schools provide documentation that they have CHCCS
students enrolled in their schools, and on a monthly basis the budget and finance office writes
a check to those charter schools for the per pupil equivalent. He said CHCCS is just a pass
through for the charter school funding.
Chair Dorosin asked if Orange County is also giving this money back to CHCCS.
Todd LoFrese said it is included in the total student billing base number. He said
CHCCS started with the projected enrollment of 12,239, and added the 162 charter students to
that number. He said the out-of-district students are backed out of that number, which leaves
a total student-billing base of 12,160 students.
Chair Dorosin said these 162 students are budgeted as part of the total student
enrollment; their per pupil is sent to the charter schools, and then Orange County gives
CHCCS this money again to replace this. He said Orange County holds CHCCS harmless
under the current model, and Orange County is paying CHCCS as if the charter students are
there. He said this is a fairly extraordinary thing for a County to do.
Commissioner Price asked if the charter school students are only those who live in
Orange County.
Todd LoFrese said only the ones that live in the CHCCS district.
Chair Dorosin said it does not matter where the students attend a charter school, as the
money follows the students.
Commissioner Price asked if the process would be the same if the charter school were
within the CHCCS district
