9 <br /> <br />Commissioner Jacobs agreed with Commissioner Price, and said, when building the <br />soccer.com complex, it was noted that it would connect to a large part of the Hispanic culture. <br />Commissioner Rich said she would also like to know how many people are working at <br />the various parks, because parks do create employment opportunities. <br />Commissioner Jacobs asked if staff is trying to sell naming rights at any of the other <br />parks besides soccer.com. <br />David Stancil said no, not aggressively, but that has been talked about. <br />Commissioner Jacobs said naming rights could be sold for portions of these parks, to <br />help defray the costs. <br />Chair Dorosin said Commissioner Burroughs is not being a “Debby downer”, but he said <br />he does not think that the Board has been afraid of raising taxes in recent years, or has <br />missed opportunities to do so. He said the potential tax increase that is coming is because of <br />the bond that was approved by voters, and he appreciates Commissioner Burroughs’ critical <br />eye on the parks issues, and hopes she will apply it to all other areas, including school <br />budgets. <br />Commissioner Burroughs agreed, and said it is not necessarily wrong to not raise <br />taxes; but it is painful, and she will continue to look at this budget, as well as the schools’ <br />budgets. She said the parks offer big chunks of funding that can be delayed, without killing <br />the concept altogether. She agreed that the BOCC has been a good steward. <br />Commissioner Rich asked if there is a timeline to determine the prioritization of the <br />parks projects. <br />Chair Dorosin suggested discussing this during the CIP work session. <br />The Board agreed by consensus. <br /> <br />2. Board of Commissioners - Boards and Commissions Annual Selection Process <br /> <br />Chair Dorosin reviewed the procedures for choosing their boards and commissions, <br />and the Clerk reviewed the revisions at their places. <br />Commissioner Rich requested that she and Commissioner Marcoplos stay on the <br />Chatham/Orange Work Group since it just met for the first time, despite being formed in 2017. <br />Commissioner McKee said it is difficult for him to attend the Upper Neuse River Basin <br />Association meetings, due to his full time work. <br />Commissioner Price asked if the short-term task forces work groups have been <br />eliminated from the process. <br />Chair Dorosin said yes. <br />Donna Baker said with one exception: Commissioner Rich asked just prior to this <br />evening’s meeting if the Strategic Communications Work Group could be recreated/ <br />reconvened, and Commissioner Rich has talked to Todd McGee, Community Relations <br />Director, who is in the process of doing so.
