Based on a comment made to staff at the meeting, staff is currently evaluating the impact of a <br />possible change to the proposed amendments. The comment was related to changing the <br />limitation on multi-family uses from 25% of the total square footage of an overall development <br />project to 25% of the building footprint square footage of an overall development project. <br />Presuming a multi-story project is proposed, this suggested revision would likely result in a <br />greater number of potential multi-family units being allowed. Staff is reviewing the impacts of <br />the suggested change on both the intent of the economic development district and on <br />government provided services such as schools. If staff determines a revision should be <br />considered, it will be presented at the Planning Board meeting. <br /> <br />The Ordinance Review Committee (ORC) reviewed the proposed amendments at its July 6 <br />meeting and draft notes are included in Attachment 6. <br /> <br />These amendments are scheduled to be presented at the September 12 Quarterly Public <br />Hearing (QPH). Related amendments to the Town of Hillsborough/Orange County Central <br />Orange Coordinated Area Land Use Plan Map and to the Zoning Atlas are also scheduled for <br />the September QPH. <br /> <br />Planning Director’s Recommendation: The Planning Director recommends approval of the <br />Statement of Consistency, indicating the amendments are reasonable and in the public interest, <br />contained in Attachment 2 and proposed amendment package contained in Attachment 3. <br /> <br />FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br />for the provision of County services. Costs for the required legal advertisement will be paid from <br />FY2016-17 Departmental funds budgeted for this purpose. Existing Planning staff included in <br />the Departmental staffing budget will accomplish the work required to process this amendment. <br /> <br />RECOMMENDATION: The Planning Director recommends the Planning Board: <br />1. Review the proposed amendments, <br />2. Deliberate on the petition as desired, <br />3. Consider the Planning Director’s recommendation, and <br />4. Make a recommendation to the BOCC on the Statement of Consistency (Attachment 2) <br />and proposed amendment package (Attachment 3) in time for the September 12, 2016 <br />Quarterly Public Hearing. <br /> 215
