2 <br /> <br />without overpowering the intended purpose of the district . A secondary use shall <br />primarily serve the needs of the business, facility, and employees involved in the <br />principal use, however, they will be permitted to serve the general public. These uses <br />will be conducted in conjunction with a principal use and be an incidental part of the <br />total activity that takes place within a cohesive project. Secondary uses will only be <br />permitted in the O/RM zoning district when the principal use type of the overall <br />project is Industrial (Light), Research Facility, or Research and Manufacturing <br />Facility. <br />2. Analysis <br />Currently, the UDO allows for accessory uses that are defined as customary and <br />ancillary to the established principal use of a property in all zoning districts. For <br />example, a proposed gas station may include a car wash as a permitted accessory <br />use and be permitted by right in all applicable zoning districts. However, the UDO <br />does not provide a similar review process for proposed developments that include <br />uses that may not be defined or viewed as customary or ancillary to the principal use. <br />As a result, an office, research, and manufacturing complex which includes a <br />restaurant primarily serving onsite employees could not be permitted by right in the <br />O/RM zoning district. Instead the project would be required to follow eit her the Master <br />Development Plan Conditional Zoning District (MDP-CZ) process or Conditional Use <br />District process. <br /> The purpose of the amendment is to establish secondary uses in the UDO, allow for <br />specific uses to operate as secondary uses in the O/RM zoning district, and provide a <br />more efficient review of future mixed use developments. Minor revisions to existing <br />accessory use standards are also being proposed for clarification purposes. <br /> The proposed amendment was previously included as part of a combined <br />amendment package with the O/I text amendments. Following a recommendation <br />from the Orange County Attorney’s Office, Planning staff separated the original <br />amendment allowing for secondary uses to be presented as a second amendment <br />package. This amendment, in conjunction with the O/I text amendment, was <br />approved as part of the original amendment form at the March 22 BOCC meeting. <br />The original amendment package was presented for review and comment at the April <br />4, 2016 Ordinance Review Committee (ORC) meeting. <br />3.
