26 <br /> <br /> GOAL 5: Preserve the current supply of rental housing <br />stock that is aging and in need of rehabilitation and <br />upgrading to maintain the existing supply of <br />affordable units into the future and to prevent the loss <br />of more affordable housing. <br /> <br />Strategies Action/Recommendation <br />5.1: Continue to provide financial assistance to low- and <br />moderate income homeowners to rehabilitate their existing <br />owner-occupied housing. <br /> <br />5.2: Continue to require that all new housing built or <br />located in Orange County continues to meet the minimum <br />standards specified in the State of North Carolina Building <br />Code, the Orange County Unified Development Ordinance, <br />the US Department of Housing and Urban Development and <br />the USDA Rural Development Agency when appropriate. <br /> <br />5.3: Enforce state and local codes and ordinances to bring <br />buildings into compliance with the standards through <br />systematic enforcement. <br /> <br />5.4: Conduct Lead Based Paint (LBP) inspections and <br />assessments as necessary for full compliance with all <br />applicable LBP regulations and to control or reduce, to the <br />extent feasible, all LBP hazards in all older housing of the <br />County. <br />AR21: Leverage maximum funding through <br />the North Carolina Housing Finance Agency <br />Single-Family Rehabilitation Loan Pool <br />(SFRLP) funds. Each recipient of SFRLP funds <br />is now eligible with recent program changes <br />for up to $500,000 (instead of $170K) to <br />conduct financially-feasible, moderate <br />housing rehabilitation for households that <br />are below 80% AMI. Due to the extent of <br />rehabilitation required for typical older <br />homes of Orange County applicants, few <br />homes can be completed based on the state <br />requirement of only $45K to bring each <br />home up to code. Additional funds of <br />$200,000 - $250,000 will allow the County <br />to complete approximately 10 homes <br />instead of three (3) homes and fully and <br />more effectively leverage the state funding. <br /> <br />A22: Review the County’s Minimum <br />Housing Standards Ordinance in <br />coordination with the Affordable Housing <br />Advisory Board to provide recommendations <br />to the BOCC on making it an effective tool as <br />intended in fostering compliance with the <br />Ordinance and preserving the County’s <br />housing stock of decent safe and sound <br />housing. <br /> 141
