18 <br /> <br /> <br /> <br />Affordable housing is the foundation for achieving self-sufficiency and <br />stronger more inclusive communities. <br />2016 – 2020 Five Year Countywide Shared Goal: <br />1,000 Affordable Housing Units* <br />*New Acquisitions, Construction, Urgent Repairs, Newly Assisted and or Rehabilitated <br /> <br />GOAL 1: Provide a continuum of decent, sound and safe <br />affordable housing with a diversity of housing types, <br />densities and choice throughout the County that promotes <br />inclusive communities and full access to its assets for <br />current and future populations. <br /> <br />Strategies Action/Recommendation <br />1.1: Identify publically owned land or property located within the <br />County that may be used to address affordable housing needs <br />identified in the Plan. <br /> <br />1.2: Identify and pursue local, state, federal and private resources <br />including partnering with university communities to leverage <br />available resources (that include publicly owned land and surplus <br />facilities and financial support) for development of permanent <br />affordable housing at a level that is “key” to meeting the basic need <br />of decent safe and sound affordable housing for a broad cross <br />section (age and income) of the residents of Orange County. <br /> <br />1.3: Promote an innovative approach to multi-family and special <br />needs housing that is responsive to the needs of Orange County, <br />makes effective use of technology, addresses financial and <br />environmental sustainability, and provides quality developments <br />with balanced focus on reducing construction and maintenance <br />costs. <br /> <br />1.4: Locate affordable housing units/developments in areas that <br />are proximate to needed services, shopping, schools, transportation <br />options, and employment centers. <br /> <br />1.5: Support the development of permanent affordable workforce <br />housing options including creative and non-traditional options in <br />design (amenities, size, number of units and cost) for young adults <br />and other single individuals starting careers and families with <br />members in modest paying professional careers (such as teachers, <br />service workers and medical assistants). <br /> <br />AR1: Provide county or other publicly <br />owned property through a RFP for the <br />immediate development of single <br />family attached, detached, and multi- <br />family housing units. Based on the <br />SWOT analysis of publicly owned land, <br />the County owned, small-parcel <br />property (3 acres or less) will be <br />provided for the development of small <br />scale, single family detached and <br />attached (duplex, triplex) units for sale <br />or rent to qualified buyers and/or <br />occupants through partner affordable <br />housing non-profits. <br /> <br />AR2: Implement a competitive process <br />for evaluating proposals for <br />development and maintenance of <br />affordable housing inventory. The <br />proposals will be evaluated by the <br />Orange County Housing Authority and <br />and/or the Affordable Housing <br />Advisory Board as appropriate.
