12 <br /> <br /> <br />Live and Work Pattern <br />The following data highlights patterns in residency and employment <br />in the County (data was not available for Hillsborough): the <br />population that live and work in the jurisdiction is 20.11% (19,698) <br />in Orange County; 10.56% (6,435) in Chapel Hill and 4.75% (540) <br />Carrboro. <br /> <br /> <br />Other Housing Problems <br />• A household is considered to have a housing problem if it is cost <br />burdened by more than 30% of their income, experiencing <br />overcrowding, or having incomplete kitchen or plumbing facilities. <br />The four severe housing problems <br />are lacks complete kitchen facilities; lacks complete plumbing <br />facilities; more than 1.5 persons per room; and cost burdened over <br />50%. <br /> <br />• According to the 2006-2010 Comprehensive Housing Affordability <br />Strategy (CHAS) data (the most current complete set of the data): <br />Throughout Orange County, the number of renter households <br />experiencing one of the four housing problems is greater than <br />the number of owner-occupied households experiencing a <br />housing problem. This trend is much more pronounced in the <br />Town of Chapel Hill where renter households are almost three <br />times more likely to experience a housing problem than owner- <br />occupied households. <br /> <br />• The 2006-2010 HUD CHAS data for Orange County reveals that, <br />43.4% of renter households and 32.5% of owner-occupied <br />households experienced one of the four housing problems <br />(incomplete kitchen facilities, incomplete plumbing facilities, more <br />than 1 person per room, and cost burdened by 30% or more). <br /> <br />• According to CHAS data (2007 – 2011) over 5,000 households <br />at 0%-30% median income have one of more of the four <br />housing problems; however, the overwhelming problem was <br />housing cost burden greater than 50% of income (4,245). <br /> <br /> 127
